Department of Public Works Board Meeting Tuesday April 11th, 2023 6:30 PM- 40-42 Main Street, Cortland NY Minutes Members Present: Circle M. Doughty, K. VanGorder, P. O’Mara, Mary Lou Bordwell, B. Stark Others Present: Superintendent- Superintendent- N. Dovi, City Clerk-A. Jewett, CC IDA BDC-Eric Mulvahill, Ward 3 Alderperson Mary Claire Pennello Meeting called to order at 6:31 PM By P. O’Mara Old Business: Approval of minutes from the DPW Board meeting from January 31st, 2023 Motion to accept: First by M. Doughty Second by B. Stark All in favor: unanimously accepted New Business: 1. Swearing in of DPW/Water Commission members: City Clerk A. Jewett provided a brief overview of the new standardized staggered terms for members and the terms of their appointments including expirations. And officials swore in the members present below. P. O’Mara-term; M. Doughty- term; K. VanGorder- term; M. L. Bordwell- term; B. Stark- term; 2. City parking restructuring: A.) Discussion regarding the City of Cortland’s proposed parking revisions; Presentation by Eric Mulvahill from Cortland County IDA BDC. Presentation outlined the proposed parking management platform and gave visual examples of how the system is designed to function. Questions about the project and how it functions were plentiful. Main concerns were how the platform would function for those who do not employ technology regularly, considerations for those individuals who work in the downtown area, parking accommodations for those attending or hosting special events. A consideration of limiting the time zones in front of specific quick turn-around entities like the post office were highly suggested. Further discussion and information were requested when available. 3. Brief discussion regarding the responsibilities of the DPW Board of Commissioners and membership. Main topics were the welcoming former DPW Deputy Superintendent A. Ricottilli to the group, the authority of the group as an advisory collaborative board, water grievances and meeting format. 4. Water Grievances – None, no discussion or action needed. 5. General Project update; Superintendent N. Dovi spoke at length regarding internal paving and process of street evaluations, all capital project ventures and grant initiatives, the new Trash and recycling collection project and the possibility of opening up the water department as a park to the public.
