Department of Public Works Board Meeting Tuesday July 11th, 2023 6:30 PM- 40-42 Main Street, Cortland NY Minutes Members Present: M. Doughty, Alan Ricottilli, Mary Lou Bordwell, B. Stark L. Dovi- Deputy Superintendent – B. Lund _____________________________________________________________________________________ Meeting called to order at 6:29 PM By M. doughty Old Business: 1. Approval of minutes from the DPW Board meeting from April 11th, 2023 Motion to accept: First by B. Stark Second by A. Ricottilli All in favor: unanimously accepted 2. 1. Swearing in of DPW/Water Commission member: A. Ricottilli. City Clerk A. Jewett recited the necessary verbiage aloud and Alan repeated and then signed the log book. New Business: 1. Discussion of a request for Children at Play signage in the vicinity of Groton Avenue @ Townley Avenue. A brief conversation regarding the results historically and legality of placing them in areas not associated with parks or schools. Member M. Doughty suggested that no action be taken on this item but DPW staff contact the resident whom inquired and let them know the outcome. 2. City parking restructuring: Discussion regarding the City of Cortland’s proposed parking revisions; Concerns can be summarized by how paid parking will effect employees who work overlapping shifts (outside the designated times), public notification and information exchange on the program, notices given to individuals during snow events, if individuals whom utilize handicapped parking will need to purchase permits, determining the correct or appropriate number of permits to be sold and parking for special events. Presentation by Eric Mulvahill from Cortland County IDA BDC answered most of the questions. Eric clearly outlined that currently the City and Board were just reviewing and proposing alterations to the current parking permitting system and that short term paid parking was not  included in this initiative. The electronic platform (passport) will allow the better management of our current parking permit structure by constant evaluation and address verification before permits are granted. The concept for recommendation was the three tiered electronic system consisting of a residential, a day downtown and night parking permit. The system will be managed by the City Clerk’s Office and be restricted to City Parking lots (not on-street parking) and comply with the rate structure provided for 2023. Future rate increases would need to be discussed and recommended at a later date. A single point of contact was suggested as the program is rolled out. Motion by M. Doughty Second by B. Stark All in favor: unanimous recommended to implement the concept 3. General DPW/Water Project update; included brief talking points on DPW- internal annual paving projects and streets slated for curbing (trouble with equipment rentals), Capital Projects- Gateway, DRI, Southside Drainage, PED Bridge from River Street to Yaman Park, Storm Water Mitigation Study and George Street upgrades and Groton Avenue Gateway Phase IV. The efficiency, obstacles and cost associated with the City’s new trash collection method. Water Dept- Water Main installation on Cleveland has been completed moving on to Arthur Avenue next, update on Meter Replacements and the LSLRP Project. Meeting adjourned at 8:24 PM Motion by: M. L.
