City of Cortland – Zoning Board of Appeals Zoning Board of Appeals City of Cortland Monday, February 13, 2017 A regular meeting of the Zoning Board of Appeals was held on Monday, February 13, 2017 at 5:00 PM in the City Court Room at City Hall. Present: Chair Scott Steve, Commissioners Karen Leahy, Beau Harbin, and Juliene Ray Excused: Commissioner Maria Manning Absent: Commissioner Phyllis McGinley Staff: Zoning Officer Bob Rhea, Deputy Chief Bill Knickerbocker, Confidential Secretary to the Mayor Devon Rainbow Item #1 – 2 River St. (Pfohl) – Area Variance – (GB)  Signage No one was present to speak on behalf of the application. ZEO Bob Rhea explained the Red Roof Inn signs are replacing the old Ramada Inn signs. There is a high-rise sign and one on the side of the building that do not need approval. The company wishes to put a 6 square foot directional sign by the road. This additional sign would need approval. The Board members reviewed the test questions to determine whether the variance should be considered for granting or denial. A motion was made to close the public hearing by Comm. Ray and seconded by Comm. Harbin Approved: Ayes – 4 Nays – 0 A motion was made by Comm. Harbin to approve the 6 square ft. directional curb side sign as presented. The motion was seconded by Comm. Leahy. Approved: Ayes – 4 Nays – 0 Item #2 – 24 Summit St. (Babcock) – Area Variance – (R1)  Property line setbacks Craig Norton and Rob Babcock were present for the meeting. At the meeting last month is was requested that a new survey be done and submitted. It was explained that the driveway was drawn on the survey because it has not been installed yet and was not included. Mr. Babcock shared pictures and stated that the building is in line with the neighbors on either side of him or no closer to the road. Minutes of the February 13, 2017 Meeting 1 City of Cortland – Zoning Board of Appeals Concerns were brought up from the Board regarding the survey and the changes in the numbers. The Board can ask to have an independent survey done. The numbers keep changing and they should be consistent and thorough. The setbacks are considered from the property line not the curb. A motion was made by Comm. Ray to use the funds available to the board to conduct an independent survey. All walkways, stoops and the driveway need to be staked out before the survey is done so they are included in the new survey. Comm. Leahy seconded the motion. Approved: Ayes – 4 Nays – 0 A motion was made by Comm. Leahy to table this item until the new survey is done and submitted. Motion was seconded by Comm. Harbin. Approved: Ayes – 4 Nays – 0 Minutes: Approval of January 9, 2017 minutes as presented, motion by Comm. Ray and seconded by Comm. Leahy. Approved: Ayes – 4 Nays – 0 New/Old Business: A physician’s letter for 15 Water St. was submitted to ZEO Bob Rhea The board is questioning if they can receive a large map of the City Zoning to reference to during the meetings. Adjournment On the motion of Comm. Harbin and Seconded by Comm. Leahy, voted and carried to adjourn meeting.
