City of Cortland – Zoning Board of Appeals Zoning Board of Appeals City of Cortland Regular meeting of November 5, 2018 A regular meeting of the Zoning Board of Appeals was held on Monday, November 5th, 2018 at 5:34 PM in the Mayor’s Conference Room at City Hall. Present: Commissioners Scott Steve, Maria Manning, Abigail Cleary, Juliene Ray, Geoffrey Peppel, and Thomas Larson Excused: Commissioner Karen Leahy Staff: Zoning Officer Bob Rhea, Chief William Knickerbocker, and Confidential Secretary Devon Rainbow Before the first item, the board members decided to pull a previous item on Carroll St. Motion to pull the item for a later time: Motion: Comm. Ray Second: Comm. Manning Approved: Ayes – 6 Nays – 0 Item #1 – 64 Maple Ave (Litzenberger) – Area Variance (R2)  Second driveway on East side  Lot coverage The lot coverage is 61%. The building is located in an R2 district. There were some concerns with a piece of the church neighboring the property hanging over the building, and how it is in terms of fire safety. For this reason, there will need to be approval from the fire commission. It was originally a single-family house, but was made into a 2-family apartment, with one in the front and one in the back, the front one having both a front door and side door. There were some questions on parking because at the moment, there will be cars blocking others, and the street does not allow for overnight parking. There were letters sent out to everyone living within 150 feet of the property. The driveway is 45% of the front lawn. In the last 3 years the tenants have just been parking on the lawn, in the same spot that he is asking for. There were discussion about other alternative options, including making changes to the back as opposed to the front. The board reviewed the environmental questions that would grant either approval or denial. Motion to close the public hearing: Motion: Comm. Manning Second: Comm.
