City of Cortland – Zoning Board of Appeals Zoning Board of Appeals City of Cortland Regular meeting of December 9, 2019 A regular meeting of the Zoning Board of Appeals was held on Monday, December 9, 2019 at 5:30 PM in the Mayor’s Conference Room at City Hall. Present: Commissioners Scott Steve, Thomas Larson, Brett Barnes, Juliene Ray, Abigail Cleary Absent: Commissioners Maria Manning, Karen Leahy Staff: Zoning Officer Bob Rhea, Secretary Devon Rainbow Item #1 – 30 Kellogg Rd. (Cortland Industrial Center) – Area Variance (G1)  Parking Requirements Ed Keplinger of Keplinger Freeman Associates and David Yaman were present. Mr. Keplinger stated they presented the project to the Planning Board last month and the Planning Board approved it conditional on getting the parking addressed because of the new parking code with the City that requires 1 space per 1,000 square feet of building area. Currently have an existing 30,000 square foot building and putting a 31, 400 square foot addition on which would require per the new code 30 spaces for the existing and 31 for the addition. The reason being is that it is an expansion of more than 50% so the whole building has to comply. The company won’t need that many spots. Looking for a variance to go from 61 spaces to 13. There would be 8 spaces located on the East side of the building and would have 5 spaces on the West side of the building for a total of 13 spaces. There are other spots they could park in if they needed to. They could add parking if needed in the future to produce 61 spaces if needed. There is only 1 handicap parking space, one space per 25 and only need one if under 25. There are 2 entrances to the building. Currently approved for subdivision by planning. They are in the process of increasing the amount of green space. Motion to close Public Hearing: Motion: Comm. Larson Second: Comm. Cleary Approved: Ayes – 4 Nays – 0 New/old business: 52 Clayton Ave (Pace) – Interpretation (R1) Motion to Table any further discussions on 52 Clayton until hear back from Corporate Counsel.
