City of Cortland – Zoning Board of Appeals Zoning Board of Appeals City of Cortland Regular meeting of November 16, 2020 A regular meeting of the Zoning Board of Appeals was held on Monday, November 16, 2020 at 5:30 PM via Zoom. Present: Commissioners Scott Steve, Brett Barnes, Karen Leahy, Abigail Cleary, Juliene Ray Absent: Commissioners Thomas Larson, Maria Manning Staff: ZEO Bob Rhea, Interim Director of Code Enforcement Mike Tenkate, Secretary Devon Rainbow Item #1 – 22 Locust Ave. (Source Renewables) – Use Variance  Solar Energy Andrew Day, Dan Walker and Mike Coquyt were present with Jeff Palumbo (lawyer). Zoning for the site is R1 Single family district. It can’t be used as a single family use is steep slopes, rocks, location, surroundings and costs too much to develop housing. No increase in traffic, quiet use. IDA has issued a Negative declaration SEQR, no utilities required, no changes to site. A test was done regarding glare with no issues. Not fixed tracker (can move east to west). Will have an easement with Cortlandville. Will have vegetation maintenance. Life span of Solar Panels lasts 25-35 years. In the end, have a decommission plan that they have agreed to enter into. Motion to close the public hearing. Motion: Comm. Cleary Second: Comm. Ray Approved: Ayes – 4 Nays – 0 There were no further questions. The Board reviewed the questions necessary for the deciding of granting or rejecting an area variance. A motion was made to approve the application with the conditions of the bond paperwork, the glare report, and maintenance report being filed with the building permit. Motion: Comm.
