Regular meeting of December 13, 2021
A regular meeting of the Zoning Board of Appeals was held on Monday, December 13, 2021 at 5:30 PM.
Present: Commissioners Scott Steve, Maria Manning, Abigail Cleary, Juliene Ray, Brett Barnes,
Karen Leahy

Item #1 – 220-226 Port Watson St. (GB-2) – Area Variance
Setbacks
Christian Barnell was present for the meeting. This project has been approved by the City
Planning Commission (Aug.23, 2021), City Council (Oct.19, 2021) and been in front of County
Planning. He presented a preliminary to the board earlier in the year. He is in need of 5 variances.
Many other businesses have front yard parking on the street. Planning Commission approved the
lighting, SEQR, landscaping. The business will be open 24 hrs. Curb cuts will be 30ft, ADA
Compliant, and 37ft drive lanes. Byrne Dairy controls the days and times of delivery products and
fuel. There will be 4 driveways. The tanks that were there have been removed and new tanks will
be put in. There is a fence in the back that is 6ft.
Mr. Knickerbocker was present for the meeting. He represents the Bill Bros business across the
street from the projected project. His concern is that the design is too big for the lot. There are
concerns regarding the business being open for 24 hrs. They are problematic and hard to police.

Kerby Thompson was present for the meeting. He is proposing a double sided, full color LED
message center with a mounted sign. It will extend 75” from the building, be 4.75’ tall and 29
square feet. The top will be static and the bottom will be digital to help advertise for shows and
events.
