lJi J(Y_ <::TY OF UJl'OO ~8 CITY COUNCIL MEETING ACTION MINUTES February 2, 2026 EXECUTIVE SESSION Present in person: Acting Mayor Cadena, Councilors Napack, Moorefield, Olson, Ellis, Bowden, Shaffer, Mayers Present via video conference: Councilor Lewis (arrived at 5:34 p.m.) Absent: Mayor Maughan The Council met in Executive Session under ORS 192.660(2)(e) to conduct deliberations with persons designated by the governing body to negotiate real property transactions from 5:30 p.m. to 5:57 p.m. Acting Mayor Cadena said representatives of the news media and designated staff and other designated persons were allowed to attend the executive session. Representatives of the news media were specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced. No final decision was made in the executive session. Acting Mayor Cadena reminded Councilors and staff that the confidences in the executive session belonged to the Council as a body, and not to the individual members. The confidences could only be disclosed if the Council as body approved such a disclosure. Acting Mayor Cadena invited Councilors and staff who did not believe that they could maintain the confidences to not participate in the executive session. REGULAR SESSION I. CALL TO ORDER Acting Mayor Cadena called the regular meeting of the City Council of the City of Corvallis, Oregon to order at 6:06 p.m., at the Downtown Fire Station, 400 NW Harrison Boulevard, Corvallis, Oregon. The meeting was also available for the public to attend live via online meeting platform. II. AGENDA APPROVAL Councilors Shaffer and Ellis, respectively, moved and seconded to approve the agenda. The motion passed 8-0. Ayes: Napack, Moorefield, Olson, Ellis, Bowden, Shaffer, Mayers, Cadena Nays: none Absent: Lewis IV. COMMUNITY COMMENTS Acting Mayor Cadena explained the process for Community Comments. Angel Arter, Ward 8 resident, stated that the Municipal Code Section 5.03.050.050.01 regarding the designation of dangerous animals overly applies the classification and recommended that the City revise the section of the Code with language similar to that of the City of Madras. Cherish Oliver, Ward 9 resident and owner of Common Fields, reminded the Council of the impact of the City’s noise regulations to economic and community vitality and urged the Council to be aware of local businesses and events that will be affected by future changes to the noise ordinance. Terry Weiss, Ward 1 resident, noted the long-standing issue of homelessness and criticized the City’s practices of cleaning up homeless encampments. Mark Weiss, Ward 1 resident, recommended that the City only develop in already developed areas and shut down the municipal airport to build housing on the property in an effort to balance the need for adequate housing with the protection of the natural environment. Christina Rehklau, Ward 9 resident and Executive Director of Visit Corvallis, shared some indicators of stress on the local tourism industry and requested the City reopen the Osborn Aquatic Center for regional swim meets, establish a clear and enforceable sound ordinance, and pursue a Downtown Tax Increment Financing (TIF) District. Tom Jensen, Ward 7 resident, opposed the City’s intent to expand paid parking in Downtown, recommended that the City allow universal free three-hour parking for visitors and employees and adequately enforce the system, and expressed concerns that the Gordon Hotel had received one hundred parking passes. Justin Schepige, Benton County resident and live music professional, expressed concerns about complaint-based enforcement of the noise ordinance, which is impossible for events and businesses to adhere to, and suggested reasonable revisions for improved compliance. Gabe Shepherd, Ward 1 resident and Benton County Commissioner, spoke about the need for a Downtown TIF District, urging referral to the November 2026 ballot as a response to Community Survey results and Downtown business owner needs, and supported changes to the City’s noise ordinance. Corvallis City Council Meeting Minutes – February 2, 2026 Page 2 of 7  Kayla Bordelon, Albany resident and Oregon State University faculty member, spoke about the importance of a Latin dance night in Corvallis and the current noise ordinance’s negative impact on the event, suggesting changes such as citywide quiet hours, daytime and nighttime decibel limits measured at the nearest residence or property line, and special permits for exceptions. Kimi Gatherum, Ward 2 resident, shared information for the memorial to celebrate the life of community member Josh Browning. Robin Lancaster, Ward 3 resident, noted the importance of a Downtown TIF District to address Community Survey economic concerns and highlighted the new Plaza Building as a positive example of Downtown’s potential. The City Council received written comments from Sara Bouska, David Mahoney, and Jessica Ruff regarding the noise ordinance and Rob Upson regarding the financial future of Corvallis (Attachment A). V. CONSENT AGENDA A. Reading of Minutes i. City Council Meeting – January 20, 2026 ii. City Council Work Session – January 22, 2026 B. Approve revised Intergovernmental Agreement (IGA) with University of Oregon – Institute for Policy Research and Engagement (IPRE) Historic Preservation Guidelines Project Councilors Ellis and Olson, respectively, moved and seconded to approve the Consent Agenda as written. The Consent Agenda passed 9-0. Ayes: Napack, Lewis, Moorefield, Olson, Ellis, Bowden, Shaffer, Mayers, Cadena Nays: none VI. UNFINISHED BUSINESS A. Social Services Policy update process Housing and Neighborhood Services Manager Olson and Community Development Director Bilotta presented the staff report. Councilors desired to review the policy but agreed that it did not need to be conducted via task force. Councilor Moorefield suggested the Council make fundamental changes to the policy, such as shifting from mitigating harms to creating social change, awarding efforts that have a nexus with City services and priorities, and creating larger impact possibly through larger award amounts. Staff suggested Councilors use the prioritization process in the policy to focus their application of the social services funding. Councilors Bowden, Shaffer, and Cadena were also supportive of exploring a significant change in the policy and there was some discussion about where such an effort fit in the existing Council work plan. Several Councilors noted that the current policy functions adequately if the more significant changes are not pursued. Corvallis City Council Meeting Minutes – February 2, 2026 Page 3 of 7  Councilors Ellis and Olson, respectively, moved and seconded to adopt alternative 2 from the staff report (creation of a more robust annual priority setting process where the Council schedules a work session during the summer as part of its two-year calendar to discuss priorities and then memorializes that decision with a resolution approved during a business meeting). Downtown Tax Increment Financing (TIF) District discussion (continued) Community Development Director Bilotta introduced the staff report. Councilors Shaffer and Bowden, respectively, moved and seconded to authorize and direct staff to implement a feasibility study with the goal of making a decision that would allow a TIF District election in November 2026. Several Councilors spoke in favor of a timely referral to the November 2026 ballot, noting the value of a feasibility study in understanding the viability of a TIF District and the support from the Downtown Vitality Strategy Task Force (DVSTF) Subcommittees to pursue it. Some Councilors expressed concern about the closeness of a November 2026 referral, noting there was still a need to define specific Downtown goals and key projects (potentially through the recommendations of DVSTF) to achieve adequate voter support, as had been done in prior TIF District votes. Some Councilors were neutral about the date of referral, simply emphasizing a well-planned and strategic plan. There was discussion about whether timing a TIF District referral for a General Election paired with possible form of government Charter amendments would be beneficial or whether waiting until May 2027 was preferable to have more time to develop the plan and less competition on the ballot. Councilors pointed out that the election timing could be adjusted after the feasibility study was conducted and other TIF District planning was underway. Staff clarified that a feasibility study would assess financial viability and the urban renewal plan would provide the detail and vision. Staff explained Council’s role to chart the path for successful TIF District implementation amidst other City priorities. Staff will return to the City Council with next steps if direction for a feasibility study is given. The motion passed 8-1. Councilor Shaffer addressed a personal remark made about applicant Ryan Long during the interview process, noting that the Corvallis City Council Meeting Minutes – February 2, 2026 Page 4 of 7  Councilor could make a fair and impartial decision. Councilor Ellis did not attend the interviews or review the recording and planned to abstain from the vote. MAYOR, COUNCILOR, AND CITY MANAGER REPORTS A. Mayor’s Reports Acting Mayor Cadena reported on recent Downtown clean-up event; spoke about Council Leadership’s plans for Council governance and action plan; encouraged the Council to become involved with the political advocacy committee to champion the May 2026 Charter amendment ballot measures; addressed concerns from a community member regarding proposed Charter changes, lack of trust in government, and diminishment of free speech; encouraged the Council to focus on large issues ahead (budget gap, facilities needs, long- term fiscal sustainability, and economic development); and offered book recommendations on cognitive biases and a “factful” worldview. Councilor Reports Ellis – appreciated Public Works’ traffic calming work demonstrated by the recent traffic orders; noted Monroe Corridor study open house at 6:30 p.m. on Thursday at the Community Center; appreciated public safety staff efforts to keep community safe during heightened protest activity Downtown; and asked the City Manager to confirm whether the Gordon Hotel had received 100 parking passes. Moorefield – recommended Investing in What Works for America’s Communities regarding effective anti-poverty and community development efforts and the Oregon Department of Justice’s “Sanctuary Promise Toolkit” webpage as a resource for community members. Napack – advocated for materially supporting Downtown vitality and economic development through a TIF District; noted the challenge of social services agencies to provide metrics in their reporting; suggested that an improved noise ordinance could improve the Downtown nightlife scene to attract more college students; acknowledged that the City’s animal ordinance is out of date; submitted written comments (Attachment D). Lewis – acknowledged Black History Month by celebrating Langston Hughes; promoted the Saturday Winter Market. Bowden – shared that the Climate Action Advisory Board (CAAB) had reviewed upcoming Green Grant criteria and identified a focus on consumption and waste; noted the upcoming League of Oregon Cities (LOC) Region 4 President’s meeting seeking feedback on the Oregon Municipal Policy; shared assignments to the LOC General Governance Policy Committee, the LOC Energy and Environmental Policy Committee, and the Middle Housing and Oregon Homes Rulemaking Advisory Committee. Mayers – thanked Public Works staff for installing wayfinding and active transportation signage; reported on the Mayor’s Town Hall event and the recent Downtown clean-up; looked forward to continued Council discussions on where to focus City resources regarding economic development and fiscal issues. Olson – reported on recent Government Comment Corner; noted upcoming Government Comment Corner hosted by Councilor Mayers; shared progress of Charter Review Task Force Phase 2 meetings; noted upcoming Historic Resources Commission meeting. Shaffer – thanked Planning Commission applicants; directed community members to the ECOnorthwest analysis from the January 22, 2026, work session; expressed appreciation for the Police Department’s outstanding service. C. City Manager’s Reports City Manager Shepard provided updates on the City ballot measures referred to the May 2026 election; noted Charter Review Task Force Phase 2 progress and the goal to refer additional Charter amendments to the ballot for November 2026; relayed the LOC’s recent legislative updates (immigration enforcement, economic development, housing and land use, transportation funding, right to rest, and public meetings law). Shepard reinforced the Corvallis City Council Meeting Minutes – February 2, 2026 Page 6 of 7  need for the City to focus on "big rock" priorities such as the budget gap, facility funding, Downtown vitality, TIF District, economic developments, and Charter review and provide meaningful direction to staff. City Manager Shepard also noted that the work session would be held on Wednesday, not Thursday this week. VIII. I lived there for graduate school, then stayed in Corvallis and got a job there after grad school for 2 more years (until 2015), solely because of the vibrant dance community. I'm now teaching this dance in Bend- it's shaped a huge part of my life. Even though I now live in Bend, I still come to Corvallis regularly for the community and dance events, such as the Havana Nights events at Common Fields. When it got shut down so early due to noise, we were confused, to say the least. Please take this opportunity to update the noise ordinance to a reasonable, business and community-friendly policy that allows for arts and cultural events such as ours to occur. Specifically, here's a reasonable suggestion: * Set citywide quiet hours, such as 10AM-8AM (weeknights) and 11PM-8AM (weekends). * Set measurable decibel limits, such as 80 dBA (day/evening) and 50 dBA (quiet hours), measured at nearest residence/property line. * Ensure system for issuing special permits for events in commercial or mixed use zones that would exceed dBA limits.
