REGULAR COUNCIL MINUTES Council Chambers – 1300 First Street September 20, 2023 at 7:00 PM 1. FLAG SALUTE - PLEDGE OF ALLEGIANCE 2. CALL TO ORDER - ROLL CALL PRESENT Councilmember Candice Makos Councilmember Stana Carlisle Councilmember Jim Ancich Councilmember Raymond Robinson Councilmember Miles Wenzel 3. APPROVAL OF AGENDA Motion made by Councilmember Robinson to approve the agenda, Seconded by Councilmember Makos. PUBLIC COMMENTS Cheryl Turner - She wanted to know what brought on the reasons for the proposed chagnes in the noise ordinance. 5. CONSENT AGENDA Motion made by Councilmember Ancich to approve the consent agenda, Seconded by Councilmember Robinson. COMMITTEE REPORTS Public Works - Councilmember Ancich stated they met tonight and discussed building permit issues. They will have another meeting prior to the next council meeting. 7. CITY OFFICIAL REPORTS City Administrator - He stated foundation work for the new facility will be starting soon. We are looking at vacating 10' on each side of I Street. Standard right of way is 60' and this is currently at 80'. This came as a request of an adjacent property owner. Administrator Raines stated we would need an utility easement. He would like to set a public hearing for the October 18, 2023 meeting. Administrator Raines asked permission to apply for a grant to build an electric vehicle charging station in the City. Motion made by Councilmember Wenzel to apply for the grant, Seconded by Councilmember Robinson. Voting Yea: Councilmember Makos, Councilmember Carlisle, Councilmember Ancich, Councilmember Robinson, Councilmember Wenzel Finance Director - Director Pope stated she would be meeting with the Mayor and City Administrator to go over the preliminary budget report. She is setting a public hearing on revenues for the October 18th meeting and would like a workshop at 6 p.m. prior to the meeting. We have a meeting coming up with our insurance agent for our annual renewal. We are expecting a 10%  increase. Police Chief - Officer Bailey is almost done with FTO. He is doing well. We started a digital community watch program which has received a good response. We have had a rash of vehicle prowls over two nights. All were unlocked cars. 22 counties filed a law suit against the state to get the state to treat civil conversion patients. Last month, we had 283 calls. Fire Chief - Mayor Pauley went over the Chief's written report. Public Works Superintendent - The Alder Drive and Mill Creek Drive repairs are done. There is a little shoulder work left to do. Everything was within budget. The C Street school zone lights has a dead battery in the 5th and C street light. We have ordered batteries. They have lasted 10 years. The Lions Club restroom was vandalized last night with graffiti. We have closed the restrooms and ordered a sani-kan. The City Administrator, Public Works Superintendent, and Police Chief had a meeting today with a security company to look at alternatives going forward. 8. MAYOR'S REPORT Mayor Pauley stated Darrin King stepped down from the Planning Commission. He had been on the commission since 2010. We will be accepting letters of interest for the position until September 29th. The E911 board changed the fee structure. Charges will be based on number of calls in each area. This will be a drastic cut in costs to the City. 9. NEW BUSINESS A. Local Parks Maintenance Grant Application - Resolution Motion made by Councilmember Ancich to approve the application, Seconded by Councilmember Robinson. Letter of Support - WA State Coastal Counties Initiative Motion made by Councilmember Wenzel, Seconded by Councilmember Carlisle. Ordinance 1383 (Building Permit Refunds) Motion made by Councilmember Robinson to approve Ordinance 1383, Seconded by Councilmember Makos. Voting Yea: Councilmember Makos, Councilmember Carlisle, Councilmember Ancich, Councilmember Robinson, Councilmember Wenzel D. Ordinance 1384 (Parking Restrictions Designated) Motion made by Councilmember Wenzel to approve Ordinance 1384, Seconded by Councilmember Carlisle. Ordinance 1385 (Noise Ordinance 2023)  Motion made by Councilmember Wenzel to approve Ordinance 1385, Seconded by Councilmember Robinson. Ordinance 1386 (Peddlers Business License Penalties) Motion made by Councilmember Ancich to approve Ordinance 1386, Seconded by Councilmember Carlisle. Voting Yea: Councilmember Makos, Councilmember Carlisle, Councilmember Ancich, Councilmember Robinson, Councilmember Wenzel 10. COUNCIL COMMENTS Councilmember Ancich stated his appreciation for Fire Chief Falley, Police Chief Layman, Public Works Superintendent Nations, City Administrator Raines and City Hall staff. Councilmember Robinson - stated his appreciation for the Police and Fire response to calls .They have been wonderful. The road work on Mill Creek Drive and Alder Drive was great. 11. PUBLIC COMMENTS Linda Springer - She asked who pays for electricity usage for charging station and what is the cost to the city once an EV station is built. Administrator Raines stated he will reach out to the Council of Governments and the P.U.D. to find out the costs.
