REGULAR COUNCIL MINUTES
Council Chambers – 1300 First Street

6:30 p.m. - Budget Workshop
Finance Director Pope, City Administrator Raines, and Mayor Pauley discussed the 2024 draft
budget.
CALL TO ORDER - ROLL CALL
PRESENT:
Councilmember Candice Makos
Councilmember Jim Ancich
Councilmember Raymond Robinson
ABSENT
Councilmember Stana Carlisle
Motion made by Councilmember Ancich to excuse Councilmember Carlisle, Seconded by
Councilmember Robinson.

APPROVAL OF AGENDA
Motion made by Councilmember Ancich to approve the agenda, Seconded by Councilmember
Robinson. Voting Yea: Councilmember Makos, Councilmember Ancich, Councilmember Robinson
CONSENT AGENDA
Motion made by Councilmember Ancich to approve the consent agenda, Seconded by
Councilmember Robinson. Voting Yea: Councilmember Makos, Councilmember Ancich,
Councilmember Robinson
CITY OFFICIAL REPORTS
City Administrator - Rognlin's will be pouring the concrete foundation on Monday. The Shoreline
Master Plan has been approved. The hazardous mitigation plan has been submitted. It is waiting
for final review. We have not received the Parks Maintenance Grant paperwork from RCO. We
should have it for the next Council meeting.
Police Chief - We applied for the grants that were approved from last meeting. We hope to know
by the end of the month.
Fire Chief - There is a second part to the FEMA grant that we applied for. Chief Falley would like
to apply for the SAFER side of grant.
Motion made by Councilmember Ancich to authorize Chief Falley to apply for the grant, Seconded
by Councilmember Robinson. Voting Yea: Councilmember Makos, Councilmember Ancich,
Councilmember Robinson
Chief Falley has an Interlocal agreement for structure fire response that will be presented at the
next Council meeting. We have 3 new applicants pending confirmation from the Public Safety
Committee.
Public Works Superintendent - We have had 7.5 inches of rain since Friday. The culvert that was
replaced at county shop has helped a lot. Thank you to Adam Johnson and Keaton Bradley for
allowing us to use man lift to put up the Christmas lights.
City Attorney - The Comprehensive Stormwater Plan Update Interlocal Agreement will go before
the Hoquiam City Council on Monday and will be before the Aberdeen City Council next
Wednesday. It will come back to Cosmopolis on the 20th. All entities will have to approve it for it
to become final.
MAYOR'S REPORT
Congratulations to the incoming administration. The Cosmopolis recount was conducted today and
there were no changes. Mark Collett was confirmed as the winner for Council Position 4 and will
be sworn in at the next meeting. Thank you to everyone who stepped up to run for
office. Cosmopolis had a 53 percent voter turnout.
Lynette Buffington is stepping down from Greater Grays Harbor Inc.
10. NEW BUSINESS
A. Long Beach PD Memorandum of Understanding
Motion made by Councilmember Robinson to approve the MOU with Long Beach, Seconded
by Councilmember Makos. Voting Yea: Councilmember Makos, Councilmember Ancich,
Councilmember Robinson
11. COUNCIL COMMENTS
Councilmember Robinson - He commended all department heads that worked on budget. He
thanked Jeff and the individuals who donated truck to put up the lights.
12. PUBLIC COMMENTS
Maurice Fox - He discussed the narrow streets with parking on both sides.
Michelle Fogus - She stated her concerns of cuts to the police budget.
Kim Gherna - She stated her concerns of cuts to the police budget.
