CALL TO ORDER Mayor Walsh Called the meeting to Order at 7:00 p.m. Council Members present: Chris Peterson, Jill Shudak, Joe Disalvo, Roger Sandau, Steve Gorman. Staff present: Mimi Dobson, Jodi Quakenbush and Brandon Garrett. 3. CONSENT AGENDA A. Approval of Agenda and live streamed recordings of these proceedings to be incorporated into the official minutes B. Reading, correction and approval of the October 6, 2025 City Council Meeting minutes C. Boards/Commissions Appointments D. August 2025 City Financial Reports E. Right of Redemption Roger Sandau and Steve Gorman moved and seconded to approve Consent Agenda. Unanimous, 5-0 vote. 4. PUBLIC HEARINGS A. Resolution 25-263 Resolution approving the plans, specifications, form of contract and cost estimate for the SWILE Backup Generator Addition. Project # BM-26-07 Jill Shudak and Steve Gorman moved and seconded to approve Resolution 25-263. Unanimous, 5-0 vote. B. Resolution 25-264 Resolution approving the Amended and Restated Consolidated Urban Revitalization Plan Amendment 3. URV-25-006 Joe Disalvo and Steve Gorman moved and seconded to approve Resolution 25-264. Unanimous, 5-0 vote. 5. ORDINANCES ON 1ST READING A. Ordinance 6658 Ordinance approving the Amended and Restated Consolidated Urban Revitalization Plan Amendment 3. URV-25-006  Roger Sandau and Joe Disalvo moved and seconded to approve First Consideration of Ordinance 6658. Second Consideration to be held November 3, 2025 at 7:00 p.m. Unanimous, 0-0 vote. 6. RESOLUTIONS A. Resolution 25-265 Resolution to create a new "Assistant Attorney I" position within the Legal Department Roger Sandau and Jill Shudak moved and seconded to approve Resolution 25-265. Unanimous, 5-0 vote. 7. APPLICATIONS FOR PERMITS AND CANCELLATIONS A. Liquor License 1. BBQ Brothers, 321 Comanche St. (New) 2. Dusted Charm, 120 West Broadway (New) 3. Hard Luck Saloon, 626 16th Ave. 4. Iowa Western Community College, 2700 College Rd. 5. Oskies For Sports, 1851 Madison Ave. Roger Sandau and Joe Disalvo moved and seconded to approveApplications for permits and cancellations, Liquor Licenses, Item 7A 1-5. Unanimous, 5-0 vote. 8.
