City Council Special Meeting Minutes November 21, 2025 1. CALL TO ORDER Mayor Walsh called the meeting to order at 2:00 pm on November 21, 2025. Council Members present: Chris Peterson, Jill Shudak, Steve Gorman, Roger Sandau, Joe Disalvo. Staff present: Jodi Quakenbush Staff present via Zoom: Mimi Dobson 2. CONSENT AGENDA A. Approval of Agenda and live streamed recordings of these proceedings to be incorporated into the official minutes Jill Shudak and Joe Disalvo moved and seconded to approve Consent Agenda. Unanimous, 5-0 vote. 3. RESOLUTIONS A. Resolution 25-287 Resolution of intent to enter into a Maintenance Funding Agreement with Southwest Iowa Nonprofit for Collective Impact (SINC) for the Riverfront Revitalization River's Edge Development (River's Edge Development) Roger Sandau and Steve Gorman moved and seconded to approve Motion to Authorize Council Member Shudak to review the closed-session recording from January 25, 2021 relating to the SINC MOU and Maintenance Funding Agreement, for the sole purpose of preforming her official duties, with review to occur at City Hall under the supervision of the City Clerk or City Attorney. No Copies shall be provided.. Unanimous, 5-0 vote. Steve Gorman and Joe Disalvo moved and seconded to approve Resolution 25-287. Unanimous, 0-0 vote. Steve Gorman and Joe Disalvo moved and seconded to Motion to Continue Resolution 25-287 to December 15, 2025 at 7:00 p.m.. Unanimous, 5-0 vote. B. Resolution 25-297 Resolution adopting the East Manawa Declaration of Covenants, Conditions and Restrictions for the East Manawa Stormwater District. Jill Shudak and Joe Disalvo moved and seconded to approve Resolution 25-297. Unanimous, 0-0 vote. 4. OTHER BUSINESS  A. Vacant City Council Seat Process Discussion Discussion by City Council. 5. CITIZENS REQUEST TO BE HEARD 6. ADJOURNMENT Mayor Walsh adjourned the meeting at 3:20 pm.
