City Council Special Meeting Minutes March 23, 2026 1. CALL TO ORDER Mayor Shudak called the meeting to order at 6:00 p.m. Council Members present: Steve Gorman, Roger Sandau, Joe Disalvo, Cole Button, Douglas Rew. Staff present: Mimi Dobson, Whitney Jacque, Tony Clowe, Danielle Bemis and Jodi Quakenbush. 2. CITIZENS REQUEST TO BE HEARD 3. CONSENT AGENDA A. Approval of Agenda and live streamed recordings of these proceedings to be incorporated into the official minutes Roger Sandau and Douglas Rew moved and seconded to approve Consent Agenda. Unanimous, 5-0 vote. 4. PUBLIC HEARINGS A. Resolution 26-104 Resolution approving the City of Council Bluffs Proposed Property Tax Levy for fiscal year ending June 30, 2027. Heard from: Matt Walsh, 1514 Skyline Drive; Robert Dohahue, 423 Stutsman; Kevin Ern, 1208 N. 19th Street; Sarah Larson, 64 Oakland Dr.; Bruce Pike, 203 Wendy Heights; Martin Blaise, 919 Birch Street; Tim Ashley, 15 Glenview Drive; Grace Fox, 122 Hunter; Dr. on behalf of Debra Danielsen, 332 Willow Avenue and Minnie Walsh, 4301Cottage Row. Roger Sandau and Douglas Rew moved and seconded to approve Resolution 26- 104. 4-1 vote. 5. ADJOURNMENT Roger Sandau and Joe Disalvo moved and seconded to approve Motion to Adjourn.
