City Council Special Meeting Minutes June 15, 2026 1. PLEDGE OF ALLEGIANCE 2. CALL TO ORDER Mayor Shudak called the meeting to order at 3:00 p.m. Council Members present: Steve Gorman, Roger Sandau, Joe Disalvo, Cole Button, Douglas Rew. Staff present: Jodi Quakenbush, Mimi Dobson, Whitney Jacque, Tony Clowe and Jake Schorlemmer 3. CITIZENS REQUEST TO BE HEARD None 4. CONSENT AGENDA A. Approval of Agenda and live streamed recordings of these proceedings to be incorporated into the official minutes B. Reading, correction and approval of the May 18, 2026 and June 8, 2026 City Council Meeting Minutes. Steve Gorman and Douglas Rew moved and seconded to Consent Agenda. Unanimous, 5-0 vote. 5. PUBLIC HEARINGS A. Resolution 26-218 Resolution establishing a moratorium on the acceptance and processing of applications for data center development in the City of Council Bluffs, Iowa Heard from: Roger Williams, 10605 Wabash Ave; John Jerkovich, 535 W. Broadway, suite 100; Paul S., 20 South 31st Street; and Rod Keminski, 5626 Sorensen Parkway, Omaha. Sandau motioned to receive and file document from Keminski, seconded by Disalvo. 5-0 Vote Unanimous. Douglas Rew and Steve Gorman moved and seconded to deny Resolution 26-218 . Unanimous, 5-0 vote. 6. EXECUTIVE SESSION (Closed Session) A. Litigation per Chapter 21.5(1)(c) 7. CITY COUNCIL ACTION ITEMS 8. OTHER BUSINESS 9. ADJOURNMENT Mayor Shudak adjourned the meeting following closed session.
