COUNCIL BLUFFS CIVIL RIGHTS COMMISSION MINUTES OF THE SEPTEMBER 15, 2025, MEETING 4:30 p.m. Human Resources Conference Room, Suite 301 209 Pearl Street, Council Bluffs, IA 51503 CALL TO ORDER AND ROLL CALL • Meeting called to order at 4:32pm by Whitney Jacque. • Commissioners in attendance were T. Christie, D. Carle, D. Irwin, A. Filippi-Johns, S. Marfisi, M. Sorensen, and S. Tingley. Also in attendance were Malina Dobson, Jodi Quakenbush, and Criss Harris • A quorum was present APPROVE AGENDA • Motion to approve agenda made by Christie • Motion seconded by Carle • Motion passed unanimously APPROVE MINUTES FROM PRIOR MEETING • Motion to approve minutes from meeting held on May 19, 2025, made by Irwin • Motion seconded by Filippi-Johns • Motion passed unanimously EXECUTIVE SESSION - BEGIN • Commission went into executive session to discuss CBCRC 24-07-R006 pursuant to a motion by Christie • Motion seconded by Tingley • Motion passed unanimously • Executive session began at 4:35pm City of Council Bluffs – Legal Department 209 Pearl Street | Council Bluffs, IA 51503 | (712) 890-5100 | councilbluffs-ia.gov Equal Opportunity Employer EXECUTIVE SESSION – END • Motion to end executive session made by Marfisi • Motion seconded by Carle • Motion passed unanimously • Executive session ended at 4:43pm OTHER BUSINESS • Tami Jensen and Matt Cox from Public Works discussed the new transit service which goes into effect October 1, 2025 • Motion to approved proposed changes made by Christie with request for review of new program in 6 months • Motion seconded by Marfisi • Motion passed unanimously ADJOURNMENT • With no other business before the Commission, motion was made by Christie to adjourn meeting • Motion seconded by Filippi-Johns • Motion passed unanimously • Meeting adjourned at 4:59pm After the meeting adjourned, it was requested by commissioner Christie that Outlook calendar invites be sent to commissioners instead of reminders the day before the meetings. Also, if there is no business to be discussed, instead of cancelling the meeting to have training or discuss new laws.
