COUNCIL BLUFFS CIVIL RIGHTS COMMISSION MINUTES OF THE NOVEMBER 17, 2025, MEETING 4:30 p.m. Human Resources Conference Room, Suite 301 209 Pearl Street, Council Bluffs, IA 51503 CALL TO ORDER AND ROLL CALL • Meeting called to order at 4:34pm by Whitney Jacque. • Commissioners Present: M. Alba; T. Christie; D. Carle; D. Irwin; and S. Marfisi. • Also in Attendance: W. Jacque; A. Kopera; Patrick Took; and, Erin Planalp • A quorum was present APPROVE AGENDA • Motion to approve agenda made by Christie • Motion seconded by Carle • Motion passed unanimously APPROVE MINUTES FROM PRIOR MEETING • Motion to approve minutes from meeting held on May 19, 2025, made by Christie • Motion seconded by Carle • Motion passed unanimously NEW BUSINESS • Commissioners agreed to keep next meeting date scheduled for Martin Luther King, Jr. Day. • Review Proclamation Declaring December 10, 2025, Human Rights Day in Council Bluffs, signed by Mayor Walsh.
