OPEN SESSION Call to order Roll call Pledge of Allegiance PUBLIC COMMENT PERIOD Any member of the audience is invited to address the City Council on any matter that is within the jurisdiction of the City of Crescent City. Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Any comments that are not at the microphone are out of order and will not be a part of the public record. After receiving recognition from the Mayor, please state your name and city or county residency for the record. Public comment is limited to three (3) minutes. Council Meeting Minutes • Recommendation: Approve the November 2, 2020 regular meeting minutes of the City Council. 6. Warrant Claims List • Recommendation: Receive and file the warrant claims list for the period October 24, 2020, through November 6, 2020. 7. Payroll Report • Recommendation: Receive and file the biweekly payroll report for the period ending November 7, 2020 paid November 13, 2020. 8. Claggett Wolfe and Associates Contract Amendment for Additional Economic Development Support to Assist with COVID-19 Emergency • Recommendation: Approve Claggett Wolfe and Associates Contract Agreement Amendment 9. Revised Memorandum of Agreement (MOA) with the Elk Valley Rancheria for Grant Funding for the Rehabilitation to the Amador Tank (Phase 1) • Recommendation: Authorize the City Manager to sign a Memorandum of Agreement with the Elk Valley Rancheria to approve Bureau of Reclamation (BOR) Grant Funding for Phase 1 Rehabilitation to the Amador Tank 10. Extensions of the Memorandums of Understanding Between the City of Crescent City and the Four Crescent City Employees Associations Through June 30, 2021 • Recommendation: Approve Resolution No. 2020-89, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING AN EXTENSION TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY EMPLOYEES ASSOCIATION FOR THE PERIOD OF JULY 1, 2018 THROUGH JUNE 30, 2020 • Approve Resolution No. 2020-90, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING AN EXTENSION TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CLERICAL EMPLOYEES OF CRESCENT CITY FOR THE PERIOD OF JULY 1, 2018 THROUGH JUNE 30, 2020 • Approve Resolution No. 2020-91, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING AN EXTENSION TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY MANAGEMENT EMPLOYEES ASSOCIATION FOR THE PERIOD OF JULY 1, 2018 THROUGH JUNE 30, 2020 • Approve Resolution No. 2020-92, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING AN AMENDMENT AND EXTENSION TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY POLICE OFFICERS ASSOCIATION FOR THE PERIOD OF JULY 1, 2018 THROUGH JUNE 30, 2020 11. Budget-to-Actual Financial Report for October 2020 • Recommendation: Receive and file monthly budget-to-actual financial report of the City’s major operating funds for the month of October 2020 2|Page 11/16/20 COUNCIL AGENDA 12. Office of Emergency Services Generator Grant • Recommendation: Ratify the application for generator upgrades to City Water Services and Lift Stations and authorize the City Manager to sign all agreements and other documents as necessary. 13. Wastewater Treatment Plant Paving Project • Recommendation: Reject all bids and authorize the City Manager to rebid the project and approve the new plans and specifications for the project 14. Local Road Safety Plan Update • Adopt Resolution No. 2020-94, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE CITY MANAGER TO SIGN ALL DOCUMENTS NECESSARY FOR THE LOCAL HIGHWAY SAFETY IMPROVEMENT PROGRAM GRANT TO DEVELOP A LOCAL ROADWAY SAFETY PLAN • Adopt Resolution No. 2020-95, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2020-21 BUDGET OF THE CITY FO CRESCENT CITY • Direct staff to send a grant match request to the Del Norte Local Transportation Commission • Direct staff to draft and solicit request for proposals/qualifications for this project REPORTS AND PRESENTATIONS - None PUBLIC HEARINGS 15. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters. ➢ City Manager Report and City Council Directives – Pursuant to Crescent City Municipal Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the administrative services of the City and provide direction with respect to subordinates of the City Manager.
