RICE, CITY ATTORNEY DATE: FEBRUARY 17, 2022 SUBJECT: CRESCENT CITY POLICE DEPARTMENT (CCPD) LATERAL POLICE OFFICER HIRING BONUS PROGRAM ______________________________________________________________________ RECOMMENDATION • Hear staff report • Technical questions from the Council • Receive public comment • Further Council discussion • Approve and adopt Resolution No. 2022-13, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING A SIDE LETTER TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY POLICE OFFICERS ASSOCIATION EFFECTIVE JULY 1, 2021 THROUGH JUNE 30, 2023 BACKGROUND The Crescent City Police Department currently has two positions open for Police Officer and will be recruiting for more positions this upcoming fiscal year. The last two recruitments have not yielded a qualified applicant for hire. ANALYSIS Recruitment and retention issues are not something that is unique to the Del Norte County area but has also become a major issue throughout the United States for law enforcement agencies. More and more agencies are offering a hiring bonus for police officers with experience in the field (laterals). Staff believe that to remain competitive with other agencies in the recruitment of police officers, the CCPD needs to offer a hiring bonus to lateral hires. Here are some examples of other northern California jurisdictions that offer hiring bonuses: City Council Agenda Report CCPD Lateral Police Officer Hiring Bonus Program February 17, 2022 • City of Eureka $20,000 • City of Arcata $15,000 • County of Humboldt $12,000 • City of Yreka $5,000-15,000 • City of Redding $10,000 • City of Chico $10,000 This program is complimentary to the Police Academy Sponsorship Program for Recruits that was approved at the last City Council Meeting. Staff are hopeful that the combination of these two programs will assist the CCPD in the recruitment of high quality officers to fill current and future vacancies within the department. To be eligible for the lateral hiring program, the applicant would need to have a current Basic POST Certificate and one year of sworn law enforcement experience. The Program would pay the $10,000 hiring bonus as follows: • $5,000 upon official hiring; • $2,500 upon FTO completion; and • $2,500 upon probation completion. Unlike, the Police Academy Sponsorship Program, this Program does not contain any repayment provisions. Instead, the bonus is paid out over time. FINANCIAL IMPACT The financial impact is $10,000 to the General Fund in compensation per lateral police officer hire. This will likely be broken up over two fiscal years, depending on the date of hire. The filling of police officer vacancies also reduces overtime expenses. STRATEGIC PLAN ANALYSIS This report meets the goals and objectives of Strategic Plan Goal 1 “Support quality services and community safety to enhance the lives of our citizens and visitors”, Subsection C. “Empower and utilize Police, Fire, and Public Works departments to make Crescent City one of the safest cities in the United States” ATTACHMENTS • Resolution No. 2022-13 • CCPOA MOU Side Letter 2  RESOLUTION NO. 2022-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY APPROVING A SIDE LETTER TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY POLICE OFFICERS’ ASSOCIATION EFFECTIVE JULY 1, 2021 THROUGH JUNE 30, 2023 WHEREAS, the City Council adopted Resolution No. 2021-45 on August 16, 2021 approving the Memorandum of Understanding between the City of Crescent City and the Crescent City Police Officers Association Effective July 1, 2021 through June 30, 2023 (“MOU”); and WHEREAS, on February 7, 2022, the City Council adopted Resolution No. 2022-12 approving an Amendment and a Side Letter to the MOU to implement a Police Academy Sponsorship Program; and WHEREAS, another recruitment option is the consideration of a hiring bonus; and WHEREAS, the City has met and conferred with the CCPOA regarding the implementation of a Lateral Police Officer Hiring Bonus Program for qualifying new hires; and WHEREAS, the City and the CCPOA have agreed to the terms of the Program as set forth in the Side Letter Agreement signed by the City Manager and the CCPOA; and WHEREAS, a majority of the bargaining unit members of the CCPOA have voted in favor of the Side Letter Agreement; and WHEREAS, Side Letter Agreement to the MOU has been recommended for approval by the City Manager and reviewed by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Crescent City, California that the Side Letter Agreement to the Memorandum of Understanding Between the City of Crescent City and the Crescent City Police Officers Association for July 1, 2021 through June 30, 2023 dated February 16, 2022 (attached hereto) is hereby ratified and approved.
