PUBLIC WORKS COMMITTEE MEETING WEDNESDAY, SEPTEMBER 16th, 2020 Go-To-Meeting Virtual Meeting 3:30 P.M. Present: Arlene Luebbe, Bill Dorsey, Genie Wambaugh, and Ed Wise. Mayor Meier, Tim Williams and resident Jim Kuehne also attended. Absent: Frank Sommerkamp, Mark Townsend and Carol Sprinkle. Ms. Luebbe called the meeting to order at 3:34 p.m. (A quorum was present at 3:55 pm when Mr. Dorsey joined the meeting.) Approval of the June August 19th, 2020 Minutes. Motion by Mr. Dorsey and seconded by Mr. Wise to approve the minutes. All members voted in favor of the motion to approve the minutes as amended. Old Business A. Turkeyfoot Road Project Update Mayor Meier discussed a recent request from Mike Bezold at KYTC for the City to provide names of two or three residents and two or three businesses that would be willing to participate in small working groups with KYTC and their design engineer on the Turkeyfoot Road project. The City requested names of residents in the College Park subdivision from Ms. Wambaugh. Those chosen to represent the neighborhood were Jim Kuehne, Tim McKinley and Tom Wogenstahl. The City also proposed Rob Munson, TMU, Harry Watson, St. Elizabeth Healthcare, and Scott Yung, from Columbia Sussex as our business representatives. We have not heard from KYTC when those meetings will commence. New Business A. College Park Utility Repair Mayor Meier explained to the Committee that the Northern Kentucky Water District repaired a leak at the corner of College Park Drive and University Court last month, and was required to replace three concrete panels that were either cut or damaged by the repairs. The work has now been completed by NKWD’s contractor. 1 Staff Reports 1. Chancellor Drive Paving Mr. Williams noted that most of the work by Paul Michels & Sons has been completed, however there was some curb damage from the milling machine that will be replaced before the final payment. We expect that will be completed within the next week or so. 2. Legends Way Drainage Project Mr. Williams stated that the work has been completed by LandWorx. There is some minor cleanup that still needs to be addressed on the project, and that has been conveyed to the contractor. Mr. Williams noted that the HOA had contacted him about coordinating restoration with their irrigation contractor, but unfortunately LandWorx had already completed their restoration. 3. Centre View Boulevard Sidewalk Extension Mr. Williams explained that the grand opening for the new park on Centre View Boulevard will take place on Thursday, October 8th. The City is restarting fund-raising on the project next month. The Committee briefly discussed the design elements of the new park, particularly the focus wall at the entrance to the park. New Business Mayor Meier mentioned that the City Administrator has begun discussions concerning the three- way stop at College Park and Fraternity Court. We have received complaints about vehicles consistently running the stop sign at this intersection. Ms. Wambaugh indicated that she has discussed this issue with selected residents in College Park, and her conclusions are as follows:  The Stop sign is important for the safety of the neighborhood and should be retained.  The residents are opposed to speed humps or bumps due to mobility issues of walkers.  Warning signs should be placed at the intersection alerting violators of the cost of a ticket.  More enforcement is needed at this intersection. Mr. Dorsey, Chair of the Public Safety Committee, noted that the Police Authority has completed a stealth survey of the intersection in early September and results will be available shortly. He stated that the Police Authority will be looking into the issue further, and will increase enforcement. Ms. Wambaugh stated she was pleased with the City’s attention to this issue. Mr. Williams explained that the Safety Committee will be meeting in the next few weeks to discuss this issue in greater depth. Also, the City has discussed potential road modifications that could slow speeds and increase compliance. Adjournment Ms. Luebbe announced the next Meeting is scheduled for October 21st, 2020 at 3:30 p.m. The meeting will be on a virtual platform. With no further business before the Committee, Mr. Luebbe adjourned the meeting at 4:16 p.m. 2
