PUBLIC WORKS COMMITTEE MEETING MINUTES WEDNESDAY, FEBRUARY 17, 2021 Via Video Teleconference 3:30 P.M. Present: Chairperson Arlene Luebbe, Paul Meier, Genie Wambaugh, Mark Townsend, Tim McKinley, Ed Wise. Absent: Carol Sprinkle, Mark Townsend Staff Present: City Administrator Alex Mattingly Chairperson Arlene Luebbe called the meeting to order at 3:30 p.m. and led the Committee in the Pledge of Allegiance. Approval of the January 20, 2021 minutes. Genie Wambaugh motioned to approve and Ed Wise seconded, all voting in favor. Old Business A. Turkeyfoot Road Improvement Project. An update was provided on the progress of this project. There was discussion about the impact of a “right in, right out” design for the intersection of Fraternity Ct. and Turkeyfoot Rd., as well as the status of a traffic light at the intersection of College Park Dr. and Turkeyfoot Rd. It appears the Kentucky Transportation Cabinet will not consider adding a traffic light until the road project is complete and a traffic count is done. There was also discussion of planned sidewalks and crosswalks applicable to the project. The next meeting of the Turkeyfoot South Working Group is February 25, 2021. Mayor Meier reported that the City plans to hold an internal discussion group prior to the meeting on February 19, 2021. B. Lookout Farm Drive and Claiborne Court Reconstruction. Discussion occurred about Sanitation District No. 1’s contribution to 50% of the storm water work costs for this project. Mayor Meier provided an update on the transfer of an easement to the City from the Lookout Farms Homeowners Association (HOA) for a small portion of Shaker Heights Lane (where it meets Lookout Farm Drive). Originally, this parcel was going to be dedicated as right-of-way, but the process was too lengthy to achieve HOA approval so it was determined an easement would suffice. C. Lookout Farm West Street Reconstruction. Mayor Meier briefed the committee on the status of this project and how Berling Engineering was chosen to design the street work. Additionally, there was an update on plans to remove the cul-de-sac island on this portion of Lookout Farm Dr. It is anticipated that the project will be bid in May or June 2021, with work commencing in July. New Business 1 Resident Request for Crosswalks. A resident at 273 Main Chase Lane contacted the City to request sidewalks at locations at the intersection of Shinkle Rd. and Lookout Farm Dr. and the western portion of the intersection of Lookout Farm Drive and Dixie Hwy. The consensus of the committee was to defer a decision until the upcoming roadwork is complete to avoid installing a crosswalk on an area slated for concrete replacement or increased construction traffic. There was discussion of the hazards of installing a crosswalk on an intersection without a traffic light or some other form of traffic control. Staff Report City staff provided a report on recent snow removal efforts in Crestview Hills by Kenton County Public Works. The next meeting of the committee is scheduled for Wednesday, March 17, 2021, at 3:30 p.m. Adjournment Motion to adjourn by Ms. Wambaugh, seconded by Mr. McKinley, all voting in favor to adjourn.
