PUBLIC WORKS COMMITTEE MEETING MINUTES Wednesday, December 6, 2023 9:00 A.M. Present: Chairperson Tim McKinley, Ed Wise, Mark Lehman, Michael Simms, Mayor Paul Meier Staff Present: City Administrator Alex Mattingly, City Engineer Mike Yeager, and Public Works Director John Scheben Absent: James Knadler and Genie Wambaugh Chairperson Tim McKinley called the meeting to order at 9:01 a.m. and led the Committee in the Pledge of Allegiance. The first item considered was approval of the November 8, 2023, meeting minutes. Mark Lehman motioned to approve, and Ed Wise seconded, all voting in favor. New or Continuing Business A. Turkeyfoot Road Improvement Project – Mayor Meier mentioned that he had been in touch with state legislators to encourage them to fund this project in some way in the upcoming state budget. B. Vernon Drive Update – City staff reported that delays caused by Spectrum’s cable lines were continuing. Because cold weather was imminent and blacktop plants would be closing for the season, the current plan is for Riegler Blacktop to complete the base coat and concrete work up to the Parkway/Vernon intersection and resume the project in March 2024. John Scheben is working with Kenton County Public Works to make their snowplow drivers aware of the road conditions, and he will also send a project update letter to Vernon Drive residents. City Engineer Mike Yeager mentioned that Riegler has run into several subgrade issues, so the full reconstruction was a good choice. C. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with Lakeside Park) – No update. D. Horsebranch Rd. Repave and Drainage Improvements/Thomas More Parkway Roadway and Curb Repairs Grant Application – Mike Yeager is working to get the Horsebranch Rd. Project Funds released earlier by OKI and/or KYTC. City staff is scheduled to meet with the Banklick Watershed Council coordinator to see if any stream mitigation can be incorporated into the project. E. Centre View/Chancellor Streetlight Conversion to LED – This work is in progress, with an estimated completion date of Feb. 28, 2024 or earlier. F. Campus Drive/Dudley Road Improvements – This work is complete and will be removed from the agenda for future meetings. 1 G. Duke Energy Gas Transmission Line Replacement Project – City staff is scheduling a meeting with Duke Energy representatives to get an update on this project in January. H. Update to City Street Maintenance Plan – City Engineer Mike Yeager expects to have a draft plan ready by late December or early January. A discussion ensued among the committee members about innovative strategies for roadwork to ensure the road stays in good condition longer. Staff Report – None.
