MEETING MINUTES
Wednesday, November 6, 2024
9:00 A.M.
Present: Mark Lehman, Genie Wambaugh, Ed Wise, James Knadler, Mayor Paul Meier, and
Michael Simms
Absent: Chairperson Tim McKinley
Staff Present: City Administrator Alex Mattingly, City Engineer Mike Yeager (Prime AE), and
Public Works Director John Scheben
Ed Wise, substituting as committee chair for Tim McKinley, called the meeting to order at 9:00
a.m. and led the Committee in the Pledge of Allegiance.
The first item considered was approval of October 2, 2024, meeting minutes. Genie Wambaugh
motioned to approve, and Michael Simms seconded, all voting in favor.
New or Continuing Business
A. Turkeyfoot Road Improvement Project – Mayor Meier reported that the upcoming state
budget shows funding is reserved for the project’s utility and right-of-way work in 2027.
B. Dixie Hwy. Sidewalk Improvements (Whitehouse Drive to North City Boundary with
Lakeside Park) – A kickoff meeting for this project is scheduled later today with KYTC officials
to confirm next steps for construction.
C. Horsebranch Rd. Repave and Drainage Improvements/Thomas More Parkway Roadway
and Curb Repairs Grant Application – Alex Mattingly reported that the engineering RFQ had to
be cancelled and will be reissued in December or January.
E. Duke Energy Gas Transmission Line Replacement Project – Duke Energy and its
contractors have completed installation of the gas transmission pipeline and are now working on
roadway and grass/landscaping restoration. Duke Energy’s contractor is actively working on the
Chancellor Drive gutter and curb restoration, with paving following shortly thereafter.
Restoration of Rossmoyne Ave. will take place next, which includes new curb and gutter from its
intersection with Vernon Dr. to the intersection with Druid Ln. The dead end of Centre View
Blvd. will also be restored, with curb and gutter repair. John Scheben briefed the committee on
the City’s plan to do improvements to Rhine Valley Ln. (at the intersection with Centre View
Blvd.) while the contractor is in the area. These would be City-funded improvements to take
advantage of the savings from the contractor already being mobilized to that site.

H. Shinkle Rd. Bridge – Alex Mattingly reported that Cincinnati Insurance paid Crestview
Hills $276,653.90 for the damage to the bridge caused by its insured. Jave LLC is scheduled to
start the repair work on or about December 9. Mr. Scheben will be coordinating a pre-
construction meeting with the contractor, public safety, and any other affected entities.
I. Lookout Farm Drive Bridge – Mike Yeager reported that the project construction cost was
revised to be approximately $1,000,000. City staff is actively working with SD1 and the Kentucky
Department of Water to get permits and approvals. It is estimated that this project will be out for
bid in early Summer 2025.
J. Sunset Drive Reconstruction – Mr. Yeager and Mr. Scheben advised the committee that
the Sunset Drive Reconstruction plans were nearing completion. This project can likely be put
out for bid in January 2025. Utility companies are being contacted about the proposed work to
avoid similar issues that were encountered during the Vernon Drive reconstruction.
J. Thomas More Parkway Crosswalk Issues – Mr. Scheben reported that additional crosswalk
signage was installed in the median to alert drivers. The City has also contracted with A&A Safety
to install additional, brighter lights that would be triggered when a pedestrian utilizes the
crosswalk.
Staff Report – Mr. Scheben reported that sidewalk was recently installed by the City’s contractor
(Hendy Inc.) at Winding Way and Dixie that eliminated a sidewalk gap. Also, he noted that the
City has contracted with Jaco Waterproofing to lift some sunken concrete panels on Fraternity
Court.
