MINUTES OF REGULAR MEETING
FOR MUNICIPAL DEVELOPMENT DISTRICT
THURSDAY, JULY 8, 2026 AT 6:00 P.M.

Called to Order at 6:01 P.M.
1. Roll Call: President Zuczek, Vice-President Paus, and Commissioners King and Yip
were present. Commissioner Coronado was absent.
2. Citizen Input for Items both ON and NOT on the Agenda
None.
3. Updates:
a. Development Update
Town Administrator Jason Laumer gave the development update on the Bridlewood
project, the upcoming Town Council Retreat, the Town’s new Code Compliance
initiatives, and advised that the Town’s sales tax projections are on track, with a
current fund balance of 1.9 million.
4. Discuss and consider approval of the May 14, 2026, Meeting Minutes.
Motion to approve the May 14, 2026, Meeting Minutes made by Yip;
Second by Zuczek;
Passed unanimously.
5. Discuss and consider authorizing the Town Administrator to approve and fund an
agreement with ED Suite for the Cross Roads Municipal Development District website.
Motion to approve the agreement in the amount of $22,500.00 made by Paus;
Second by Zuczek;
Passed unanimously.
6. Discuss and consider authorizing the Town Administrator to approve and fund an
agreement with Neon Cloud for MDD economic development marketing videos.
Motion to approve the agreement in the amount of $24,820.00 made by Zuczek;
Second by Yip;
Passed unanimously.
7. Request for future agenda items. None.

Discuss and consider approval of the FY 2027 Proposed MDD Budget.

Description:
The Town prepared this proposed MDD budget book for Fiscal Year 2027. Input was
considered from previous years, from MDD Board approvals, MDD President, and Town
Council at the latest retreat.
The MDD receives a quarter cent sales tax in revenue from sales within its boundary
which is the Town Limits and the Town’s ETJ. Please see attached budget book sheets.
The budgeted sales tax for fiscal year 2026 was $492,900. The Town has already
collected 79% of the budgeted revenue within the first nine months of the fiscal year. The
MDD currently has a fund balance of $1,920,928. The expected sales tax revenue for
next fiscal year is budgeted at $522,474 or approximately a six percent increase from last
year's budget.
The expenses budgeted for Fiscal Year 2027 are listed in the attached budget book.
Major items are as follows:
Advertising and promotion: Carry over on completing the MDD website and marketing
videos and a possible amending to include more videos for social along with all the stock
photos of the Town.
Administrative Expenses: Continuing to fund 20% of salaries for Town Administrator,
Town Secretary, and Finance along with 100% of the Communications Coordinator
Salary.
Training and Travel: For staff and board members to continue to market the Town.
MDD Business Grant: For possible future grants to any business coming into the Town in
Fiscal Year 2027.
Planning/Consulting: For our contract with Catalyst Commercial, GIS, ZacTax and
ZacFinance.

The Municipal Development District is a Type B economic development corporation funded by a ded-
icated half-cent sales tax. The MDD promotes retail attraction, business development, tourism, and
quality-of-life improvements within Cross Roads. The MDD operates with its own board and budget,
with administrative expenses reimbursed to the General Fund.
Revenue Highlights:
Sales tax receipts are projected at $522,474, based on continued growth in the Town’s retail tax base.
Investment income: $39,745.
Rental income from Town-owned property is budgeted at $19,800.
Expenditure Highlights:
Administrative expenses (reimbursement to General Fund): $184,300.
Planning and consulting services: $182,000, supporting economic development strategy work.
Advertising and promotion: $75,000, reflecting sustained investment in business recruitment and
community marketing.
MDD Business Grant program: $40,000 to attract and support local businesses.
Training and travel: $15,000; software: $10,000; Parks and Marketing Committee: $10,000; rental
property repair: $10,000.
Debt service (principal and interest) on existing obligations: approximately $50,000.
Five-Year Outlook: MDD revenues are projected to grow to approximately $689,800 by FY 2030–2031
as the retail tax base expands. Expenditures are expected to moderate significantly in the outer years
as planning and consulting engagements wind down, improving the fund’s net position.
