Mayor J. H. Graham, III was present and presiding. He called the meeting to order at 4:00 p.m. Roll Call Present 5 - Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Mayor J.H. Graham III, Council Member Pete Souza, and Council Member Jesse Kerley Others present were City Manager David Rutherford, City Attorney Kenneth Chadwell, City Clerk Sally Oglesby, Fred Houston, Tim Begley, David Beaty, Darlene Barnwell, Brad Allamong, Jim Young, and Billy Loggins. 1. Consent Agenda ORDINANCES ON THIRD READING a. Ordinance amending the FY2013-14 budget for the SIA CoLinx/Cox Avenue Utility Relocation A motion was made by Mayor Pro-Tem Danny Wyatt, seconded by Council Member George Marlow, that the ordinance be adopted on third and final reading. ORDINANCES ON SECOND READING A motion was made by Council Member Pete Souza, seconded by Mayor Pro-tem Danny Wyatt, that ordinances "b" and "c" be approved on second reading. The motion carried by the following vote: Aye: 5- Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Mayor J.H. Graham III, Council Member Pete Souza and Council Member Jesse Kerley b. Ordinance amending §8-304 regarding intoxicating liquors This Ordinance was approved on second reading c. Ordinance amending portions of Title 12 of the Crossville Municipal Code pertaining to building, utility, etc. codes This Ordinance was approved on second reading 2. Other Business a. 3rd Reading of Ordinance annexing 0.74 acres on Sunshine Road City of Crossville Page 1 Call for Special Meeting Minutes May 27, 2014 A motion was made by Council Member George Marlow, seconded by Mayor Pro-tem Danny Wyatt, that this Ordinance be approved on second reading. The motion carried by the following vote: Aye: 4- Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Mayor J.H. Graham III and Council Member Jesse Kerley Abstain: 1- Council Member Pete Souza b. 3rd Reading of Ordinance adopting the Budget for FY2014-15 City Manager David Rutherford and Finance Director Fred Houston reviewed the changes since the last work session. • More information was requested on the aerial photography project with E- 911, Veterans' Services Office, guardrail at the Holiday Lake dam, dog park fundraising, number of city residents playing in the Sr. Men's Softball, ALP update, puddling on the aprons at the airport, original downtown engineering costs for water lines to be transferred from general to water/sewer, and paving of Catoosa parking lot. • Mayor Pro-Tem Wyatt and Councilman Souza requested $25,000 be put in the budget for demolition and clean-up in the Codes Administration department. A majority concurred with the addition. • The Council concurred with putting $100,000 in the budget for a pilot recycling program. • Councilmen Kerley and Souza requested that the Sr. Men's Softball funds be cut. The rest of the Council concurred, pending further information. • Discussion was held on a potential contract with Buxton. Mayor Pro- Tem Wyatt suggested keeping it in the budget, but a decision made in December. Mayor Graham asked for a current "leakage" report from Mr. Loggins. Councilman Souza stated that he would like it to be a joint program with the Chamber. A majority agreed to leave it in the budget with no commitment made at this time. • Councilman Marlow discussed the trail being built at Meadow Park Lake. He requested $10,000 to clean up Soldier's Beach and add some picnic tables. The majority of the Council concurred. A motion was made by Mayor J. H. Graham, III, seconded by Council Member George Marlow, that the ordinances adopting a budget and tax rate for FY2014-15 be approved on second reading. Aye: 5- Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Mayor J.H. Graham III, Council Member Pete Souza and Council Member Jesse Kerley c. 3rd Reading of Ordinance adopting the Tax Rate for FY2014-15 This Ordinance was approved on second reading ADJOURNMENT A motion was made by Council Member Pete Souza , seconded by Council Member Jesse Kerley, that the meeting be adjourned.
