Call for Special Meeting Minutes August 20, 2014
The City Council for Crossville, Tennessee met in special session on Wednesday,
August 20, 2014, at Crossville City Hall. Mayor Pro-Tem Danny Wyatt was presiding.
He called the meeting to order at 3:30 p.m.

Present 4 - Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Council
Member Pete Souza, and Council Member Jesse Kerley
Absent 1 - Mayor J.H. Graham III
Others present were City Manager David Rutherford, City Clerk Sally Oglesby, Fred
Houston, Tim Begley, Andy Vaughn, Gary Nelson, Clark Annis, Jim Hilborn, Tim
Wilson, Jim Long, Brad Allamong, Tonya Hinch, Melissa Kerley, and David Beaty.
Consent Agenda
ORDINANCES ON THIRD READING
Approval of the Consent Agenda
A motion was made by Council Member Jesse Kerley , seconded by Council
Member Pete Souza, to approve the Consent Agenda. The motion carried by
the following vote:

Member Pete Souza and Council Member Jesse Kerley
1. Ordinance annexing 7.35 acres of The Gardens
This Ordinance was adopted on third reading.
2. Ordinance annexing 1.12 acres on Hwy. 127S (a portion of S & J
Properties)
This Ordinance was adopted on third reading.
3. Ordinance amending §18-107 and §18-108 of the Crossville Municipal
Code regarding water and sewer main line extensions
This Ordinance was adopted on third reading.

4. Ordinance amending the FY14-15 budget for Veterans’ Service Office

5. Ordinance amending Title 8 of the Crossville Municipal Code regarding
alcoholic beverages
This Ordinance was approved on second reading.

6. Sanitary Sewer Rehabilitation
A motion was made by Mayor Pro-tem Danny Wyatt, seconded by Council
Member Pete Souza, that action be deferred on the bids and a contract
amendment be requested to remove the sewer rehabilitation from the contract
with the State of Tennessee for the CDBG grant. The motion carried by the
following vote:

7. Little Obed Sewer Pump Station Upgrade
The low base bid was from Norris Brothers Construction. It was recommended for
approval by GRW Engineering.
A motion was made by Council Member Pete Souza, seconded by Council
Member George Marlow, that the bid of Norris Brothers Construction in the
amount of $525,000 be accepted, subject to approval of the funding agency,
additional funding by the City of $25,250 be approved, and a budget
amendment passed on first reading. The motion carried by the following vote:

8. Resolution adopting a Plan of Services for the annexation of 7.35
acres in The Gardens
A motion was made by Council Member Pete Souza, seconded by Council
Member Jesse Kerley, that the resolution be approved. The motion carried by
the following vote:

9. Resolution adopting a Plan of Services for the annexation of 1.12

A motion was made by Council Member Pete Souza, seconded by Mayor
Pro-tem Danny Wyatt, that the Resolution be approved. The motion carried by
the following vote:

10. Discussion and action on engineering for water system improvements
In order to proceed on the water system improvements, direction needs to be given
to the City Manager on engineering for the following projects:
· Catoosa 127N - new water tank
· Holiday Drive waterline replacement
· Highland Lane waterline replacement
· Lantana Estates & Fairyland Acres waterline replacement
· Old Lantana Road waterline replacement
If the projects will be funded through Rural Development or State Revolving Loan
Funds, RFQ’s will be sent out to engineering firms. In preparing the RFQ’s, the
project needs to be identified. They can be sent out in two packages---one for the
water tank and one for waterline replacements, but the engineering firm will need to
know if the waterline projects will be further distributed amongst multiple firms. As
pointed out earlier, if the projects are funded through Rural Development or the State
Revolving Loan Fund, each engineering will have to prepare a preliminary
engineering report and/or facilities plans on their project.
Councilman Souza stated that he would prefer using the TML Bond Fund and
procure one engineer for the waterline projects through the RFQ process.
Councilman Marlow asked for a recommendation from the City Manager. Mr.
Rutherford stated that 38 years is a long time with an increased cost for interest, but
it can be refinanced after the project is completed and grants received. Further, if the
City wants grant money, then Rural Development would be the choice. He pointed
out that there would be redundant costs if there are multiple engineers.
A motion was made by Council Member George Marlow, seconded by Council
Member Pete Souza, that the projects be funded through Rural Development.
