Call to Order Mayor J. H. Graham, III was present and presiding. He called the meeting to order at 4:00 p.m. Roll Call Present 4 - Council Member George Marlow, Mayor Pro-tem Danny Wyatt, Mayor J.H. Graham III, and Council Member Pete Souza Absent 1 - Council Member Jesse Kerley Others present were City Manager David Rutherford, City Attorney Kenneth Chadwell, City Clerk Sally Oglesby, Clark Annis, Rolf Weeks, Andy Vaughn, Jerry Garrison, Fred Sherrill, Fred Houston, Lee Lawson, Gary Emery, Larry Qualls, and Richard Peterson. 1. Discussion and action on contract with Veolia Water North America - South, LLC for wastewater operations, maintenance, and management services As approved by majority vote of the Council at the July 8th meeting, the City Manager negotiated a contract with Veolia Water North America - South, LLC (VWNA) for wastewater management services. The City Manager and Utility Maintenance Supervisor jointly reviewed contract language with Veolia to further clarify responsibilities of Veolia and the City regarding the collection system. All proposed changes from the City were incorporated into the new contract. The annual fee for 2014-15 is $1,258,188, which is approximately $36,000 less than the 2013-14 fee. Councilman Souza commented that he did not have any issues with the contract; however, he stated that special called meetings should be held at a time when everyone could be present and a time convenient for the public. Following his comments, he exited the meeting at 4:02 p.m. A motion was made by Mayor J.H. Graham III, seconded by Council Member George Marlow, that the contract with Veolia Water North America - South, LLC for wastewater operations, maintenance, and amanagement services be approved as recommended and the Mayor authorized to sign the contract. The motion carried by the following vote: Aye: 3- Council Member George Marlow, Mayor Pro-tem Danny Wyatt and Mayor J.H. Graham III 2. Discussion and action on water line extension for a storage building complex in Genesis Village Estates City of Crossville Page 1 Call for Special Meeting Minutes September 25, 2014 A plat was approved by the Cumberland County Planning Commission and recorded for Genesis Village Estates. The subdivision will require a 425 foot 2-inch water line extension to be installed by the developer for a storage building complex. This plat is within the City’s Catoosa utility area. As per the requirements of Municipal Code §18-107 Water and Sewer Main Line Extensions, all water and sewer line main extensions shall be reviewed by the Crossville Regional Planning Commission and their recommendation sent to the City Council for approval. As stated in the minutes of the Cumberland County Planning Commission, the approved lots to be served by the 2-inch water line shall be for the storage of recreational vehicles and not to be used as residential. Staff concurs on the line size. The Crossville Regional Planning Commission met on September 18 and recommended approval of the extension. A motion was made by Mayor J.H. Graham III, seconded by Mayor Pro-tem Danny Wyatt, that the waterline extension be approved.
