Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 4 - Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, and Council Member Danny Wyatt Absent 1 - Mayor Pro-tem Pamala Harris Others present were City Manager David Rutherford, City Attorney Will Ridley, City Clerk Sally Oglesby, Randy Graham, John Turner, Fred Houston, Mark Rosser, Jim Young, Bruce Wyatt, Ray Hansen, Chris Bennett, Laney Colvard, David Simcox, Clark Annis, Levonn Hubbard, Rick Peterson, and Rodney Shoap. 1. Consent Agenda Approval of the Consent Agenda A motion was made by Council Member Pete Souza , seconded by Mayor James Mayberry, that items "a-d" on the Consent Agenda be approved. The motion carried by the following vote: Aye: 4- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry and Council Member Danny Wyatt Absent: 1- Mayor Pro-tem Pamala Harris a. Adoption of Building Permit Fee Schedule This Building Permit Fee Schedule was approved as recommended. ORDINANCES ON THIRD READING b. Ordinance amending Fire, Building, and related codes to the 2012 editions This Ordinance was adopted on third reading. c. Ordinance amending § 12-1102(C) on Administrative Hearings This Ordinance was adopted on third reading. ORDINANCES ON SECOND READING d. Ordinance amending the FY2014-15 budget for storage hangar project City of Crossville Page 1 Call for Special Meeting Minutes September 24, 2015 This Ordinance was approved on second reading. e. Ordinance amending §18-114 regarding water billing A motion was made by Council Member Jesse Kerley, seconded by Mayor James Mayberry, that this Ordinance be approved on second reading. The motion carried by the following vote: Aye: 3- Council Member Pete Souza, Council Member Jesse Kerley and Mayor James Mayberry Nay: 1- Council Member Danny Wyatt Absent: 1- Mayor Pro-tem Pamala Harris 2. OTHER BUSINESS a. Approval of equipment rental for I/I project In order to keep the I/I project moving forward and meet the necessary timelines, the City has rented equipment to clear easements for inspection of the sewer lines. It had planned to be done by the contractor, but the funding agency would not cover those costs. So, the City Manager authorized the immediate rental of the equipment and City forces to do the clearing and stay ahead of the contractor doing the inspection work. This work is required to identify lines that need to be replaced or improved to eliminate I/I issues. The total estimated cost for the equipment rental is expected to be $6,500. A motion was made by Mayor James Mayberry, seconded by Council Member Pete Souza, that the equipment rental be approved as recommended.
