Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 4 - Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris, and Council Member Danny Wyatt Absent 1 - Council Member Pete Souza Others present were Interim City Manager Steve Hill, City Clerk Sally Oglesby, Finance Director Fred Houston, R. J. Peterson, Ed Camera, Andy Vaughn, Rolf Weeks, Ashley DeRossett, Brad Allamong, Gary Nelson, Liz Denton, Rod Shoap, Vicki Upchurch, and Rob Harrison. 1. Discussion on FY2016-17 budget The proposed General Fund was reviewed. Council proposed the following changes: • 110-41110-280 Legislative Board - reduced to $500 • server room fire suppression delete unless get better information from IT • 5% raise changed to 3% + wellness program • hold off on additional position in engineering • Horizon Initiative $20,000 removed • no new Police officers • no new Fire officers • split the expenses for the Public Works radios with Water/Sewer and schedule a work session on radios the final decision being deferred • Fire - delete defibulators and generators • 110-42420-269 Codes Administration possibly reduce to $50,000 • Steve to check on trailer for Parks & Recreation • delete Parks & Recreation pole barn and see if it can be constructed by force account • work session to be scheduled on recreation master plan • Steve and Sally asked to get playground concepts for Meadow Park • Meadow Park Lake trails - reduce to $10,000 • Non-profits - wait for Councilmember Souza to be back • Steve to get list of County funding of non-profits • 110-47210-290 Marketing – Steve to see if it can be dropped to $7500 and get more information on 110-47210-230 • Sponsorships on the golf tournaments • basketball tournament and summer concert series approved This Report was received and filed City of Crossville Page 1 Call for Special Meeting Minutes May 17, 2016 ORDINANCES ON FIRST READING 2. Ordinance adopting a budget for FY2016-17 A motion was made by Council Member Jesse Kerley, seconded by Council Member Danny Wyatt, that the Ordinance adopting a budget for FY2016-17 be approved on first reading, in title only. The motion carried by the following vote: Aye: 4- Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt Absent: 1- Council Member Pete Souza 3. Ordinance adopting a Tax Rate for FY2016-17 A motion was made by Council Member Jesse Kerley, seconded by Mayor Pro-tem Pamala Harris, that the Ordinance adopting a Tax Rate for FY2016-17 be approved on first reading, in title only. The motion carried by the following vote: Aye: 4- Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt Absent: 1- Council Member Pete Souza ADJOURNMENT Mayor Mayberry pointed out that there are a number of projects that need to be done and he would like Council to consider using the excess in rainy day funds to get them done without borrowing any money.
