Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 12:00 noon. Roll Call Present 5 - Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris, and Council Member Danny Wyatt Others present were Interim City Manager Steve Hill, City Attorney Will Ridley, City Clerk Sally Oglesby, Mark Rosser, Brian Eckelson, Andy Vaughn, Gary Nelson, Howard Burnett, Randy Blankenship, Jerry Kerley, Jim Young, J. T. Brownstead, Kevin Music, Steve Frank, Tammie French, Joe Kerley, John Turner, Bruce Wyatt, Chris South, Rodgers Spencer, Kyle Sherrill, Mickey Eldridge, Mike Turner, Mark Steinmann, and Levonn Hubbard. 1. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Council Member Jesse Kerley, seconded by Mayor Pro-tem Pamala Harris, to approve the Consent Agenda. The motion carried by the following vote: Aye: 5- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt a. Approval of Change Order #2 for landfill pump station (W & O Construction) Change Order #2 addresses minor changes at the landfill pump station with W & O Construction for $1,931. This Contract was approved as recommended. b. Approval of payment of $6,000 to TGA for High School Golf Invitational Payment needs to be made to the Tennessee Golf Assoc. for the State High School Golf Capital Invitational for $6,000. Tournament has taken place. This Bids/Purchases was approved as recommended. City of Crossville Page 1 Call for Special Meeting Minutes September 16, 2016 ORDINANCES ON THIRD READING c. Ordinance amending the FY2016-17 budget for fire truck repairs This Ordinance was adopted on third reading. d. Ordinance amending the FY2016-17 budget for Concrete Crew and traffic signal This Ordinance was adopted on third reading ORDINANCES ON SECOND READING e. Ordinance amending the FY2016-17 budget for final costs of downtown waterline This Ordinance was approved on second reading. ORDINANCES ON FIRST READING f. Ordinance closing unimproved right-of-way for Good Samaritans A request has been received from Cumberland Good Samaritans for the closure of undeveloped right-of-way platted through the middle of their two properties so that they can build a facility across the right of way. The request was on the Planning Commission’s September 15th meeting, where they recommended closure. This Ordinance was approved on first reading. 2. OTHER BUSINESS a. Discussion and action on raise for City Judge Councilmember Jesse Kerley recommended that the City Judge's pay be raised from $15,000 to $20,000 to be effective on the appointment of the next Judge. A budget amendment of $2500 will be required. The City Attorney stated that the action in the motion will suffice to go in effect upon appointment of next Judge, regardless of the status of the budget amendment. Interim Chief Mark Rosser reported that there are 23 courts scheduled per year and they generally last about 1 hour or more. The evening court can run 2-3 hours. In addition, there is preparation time required by the Judge. A motion was made by Council Member Jesse Kerley, seconded by Mayor Pro-tem Pamala Harris, that the salary of the City Judge be raised to $20,000 effective with the next appointment and that a budget amendment be approved on first reading. Discussion and action on Group Health Insurance Renewal The group health insurance renewal was received from Blue Cross/Blue Shield for plan year 2017. The group will receive an increase of 6%. This is the smallest increase the City has received in five years. The Blue Cross plan would remain the same with regard to coverage and deductibles. In following the ordinance, health insurance is to be put out to bid each year. Leah Crockett recommended that it be bid out every 3 years or at the discretion of the Council. This is the normal for most cities. We are expecting a 6% increase this year, which is less than it has been in a long time. If we bid it this year, it may be higher because of the marketplace estimates. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem Pamala Harris, that the renewal from Blue Cross/Blue Shield for plan year 2017 of 6% be accepted with the City absorbing the increase, and that an ordinance be passed on first reading amending 5-602 to reflect health insurance to be bid every 3 years, or at Council discretion. The motion carried by the following vote: Aye: 5- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt c. Discussion and action on 5% raise for Interim Chief of Police As mentioned at the September 8th Council meeting, the Interim City Manager proposed a 5% raise for the Interim Chief of Police since he is filling the roles of Interim Chief of Police, Assistant Chief of Police, and Major. A motion was made by Mayor Pro-tem Pamala Harris, seconded by Council Member Jesse Kerley, that a 5% pay increase be recommended to the City Manager for the Interim Chief of Police until a permanent Chief of Police is decided upon, retroactive to initial appointment. The motion carried by the following vote: Aye: 5- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt A motion was made by Mayor Pro-tem Pamala Harris, seconded by Council Member Danny Wyatt, that it be recommended to the City Manager that a decision be made on the hiring of a permanent Chief of Police on or before December 31, 2016. The motion carried by the following vote: Aye: 5- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt d. Discussion and action on RFQ’s for splash pad design Requests for Qualifications were received Friday, September 2 for a splash pad at Centennial Park. Score sheets were received from 4 members of Council. The average of the total scores were: Field Engineering Consulting Services 62 Hart Freeland Roberts 92.5 Kimley Horn 89 Lose & Associates 88.25 City of Crossville Page 3 Call for Special Meeting Minutes September 16, 2016 It was suggested that the splash pads for both Garrison and Centennial should be by the same manufacturer to facilitate maintenance. It was also suggested that a work session be held with the engineers to discuss 3 different designs and projected costs. A motion was made by Council Member Jesse Kerley, seconded by Mayor Pro-tem Pamala Harris, that the City Manager be authorized to negotiate a contract with Hart Freeland Roberts for engineering/design services for a splashpad at Centennial Park. The motion carried by the following vote: Aye: 5- Council Member Pete Souza, Council Member Jesse Kerley, Mayor James Mayberry, Mayor Pro-tem Pamala Harris and Council Member Danny Wyatt e. Request for action from the District Attorney General’s Office This Resolution was withdrawn from agenda ADJOURNMENT A motion was made by Council Member Jesse Kerley, seconded by Mayor Pro-tem Pamala Harris, that the meeting be adjourned.
