Graham, III Council Member Pamala Harris Council Member Scot Shanks Council Member Danny Wyatt Interim City Manager Lee Lawson City Clerk Sally Oglesby Call for Special Meeting Minutes January 17, 2017 The City Council for the City of Crossville met in special session on Tuesday, January 17, 2017, at Crossville city Hall. Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 12:00 noon. Roll Call Present 4 - Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks, and Mayor James Mayberry Absent 1 - Council Member Pamala Harris Others present were Interim City Manager Steve Hill, City Attorney Will Ridley, City Clerk Sally Oglesby, Rolf Weeks, Andy Vaughn, Sgt. Tim Vandever, John Turner, Mark Rosser, Gary Nelson, Jim Young, Mike Dickenson, Pauline Sherrer, Judy Ann Stover, Benjamin L. Stover, Levonn Hubbard, David French, Frances Carson, Lynn Carson, Kevin Music, Liz Denton, Tammie French, Mark Steinman, Jeff Johnson, David Beaty, Art Gernt, Steve Powell, Margie Buxbaum, Jerry Kerley, David Johnson, Bruce Wyatt, Chris South, Mike Turner, and Nicole Hackmann. 1. Discussion and action on removal of Steve Hill as Interim City Manager Mayor Mayberry opened the meeting and asked that the Council consider the employees and the citizens of the City in their deliberations. He detailed some of the issues and conflicts in the Police Department and Parks and Recreation, as well as lawsuits, as the reason for his motion. The recent Personnel Board meeting was reviewed and the action they took regarding the grievance filed by Tammie French against Steve Hill. Following a question regarding pending litigation, the City Attorney stated that the City Council's action is a political decision and not a matter of guilt or innocence on the litigation. Mr. Mayberry detailed a number of issues and concerns that were presented to him when he was running for office. Following Mr. Hill taking early retirement, the issues at Parks & Recreation seemed to be resolved. He then reviewed a number of issues that have taken place since Mr. Hill was named Interim City Manager that he deemed unacceptable. The Council, individually, discussed their thought processes and concerns in making their decision on the motion. A motion was made by Mayor James Mayberry, seconded by Council Member Scot Shanks that due to pending litigation, revelations from grievance at Personnel Board meeting, and insecurity among employees, that it is in the best interest of the City to terminate Mr. Hill at close of business today. The motion carried by the following vote: City of Crossville Page 1 Call for Special Meeting Minutes January 17, 2017 Aye: 3- Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry Nay: 1- Council Member Danny Wyatt Absent: 1- Council Member Pamala Harris (Prior to the vote, the call for the question was made and a vote taken.) A motion was made by Mayor Pro-tem J. H. Graham, seconded by Mayor James Mayberry, that the question be called. The motion carried by the following vote: Aye: 3- Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Pamala Harris Abstain: 1- Council Member Scot Shanks Mayor Mayberry opened discussion on an Interim City Manager. Because the interviewing process is beginning, the time frame should be relatively short. He recommended Lee Lawson for the position because he in in a non-political position, but yet in tune with the activities of the City. Concern was expressed that the agenda item did not include the selection of an Interim City Manager; however, it was included in the legislative text for action. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem J. H. Graham, to make Lee Lawson as the Interim City Manager of Crossville was tabled. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem J. H. Graham, that the Standing Rules be suspended. The motion carried by the following vote: Aye: 3- Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry Nay: 1- Council Member Danny Wyatt Absent: 1- Council Member Pamala Harris A motion was made by Mayor James Mayberry, seconded by Council Member Scot Shanks, to make Lee Lawson the Interim City Manager of Crossville, with an increase in pay of $1,000 per month, until a permanent City Manager is on the job.
