Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 4:45 p.m. Roll Call Present 5 - Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Discussion and action on contract with Crossville Shooting Sports Park, Inc. City Attorney Will Ridley pointed out changes that had been made in the contract with Crossville Shooting Sports Park, Inc. A motion was made by Mayor James Mayberry, seconded by Council Member Scot Shanks, that Mr. Ridley's revised contract be accepted with an amendment that no night shooting be conducted on the premises, except for law enforcement. The motion carried by the following vote: Aye: 5- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry In response to a question from Councilmember Harris regarding T.C.A. §39-17-316 that addresses noise control at sport shooting ranges and requires a minimum distance of 150'-180', City Manager Wood stated the shooting stations would exceed the distance requirements and shouldn't be a problem. City of Crossville Page 1 Call for Special Meeting Minutes April 4, 2017 In response to a question from Mayor Pro-Tem Graham, it was confirmed that hunter education is part of the grant and will be conducted several times throughout the year. Mayor Pro-Tem Graham asked that Albert Frye Road be brought up to planning commission requirements with a 50' right of way and a turn-around because even though it is not in the city, it is in the planning region. Mr. Ridley pointed out that if the property is not annexed, the County would have to upgrade the road. Mayor Pro-Tem Graham asked that it be part of the contract and that TWRA and the non-profit be required to ensure that the improvements are made. Mr. Wood suggested the County could apply for CDBG funds for the road improvements under economic development. A motion was made by Council Member Danny Wyatt, seconded by Council Member Scot Shanks, that the Standing Rules be suspended to allow questions to be asked of James Wattenbarger. The motion carried by the following vote: Aye: 5- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry (The motion regarding the suspension of the standing rules was made and approved prior to the vote on the main motion.) James Wattenbarger explained that rubber walls will be used for sound barriers and will be installed separating the shooting areas. He also stated that no money is in the budget for road improvements and explained that the roads to the Carroll County shooting complex are narrower than the current conditions on Albert Frye Road. They would consider it in possibly the second phase. It was pointed out that they believe the road is on the list for tar and chip by the county in the near future. In response to questions on the hours of operation, Mr. Wattenbarger stated that the range will close at dusk unless there are special circumstances. It will not be a lighted facility except for security lights. Councilmember Wyatt asked that the motion be amended to reflect that there would be no night shooting except for law enforcement. The sponsors of the main motion agreed to the amendment. Mayor Pro-Tem Graham requested that the road be added to the shooting park budget. It was also suggested that Chestnut Hill Road could be widened as an optional entrance to the park.
