Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 5 - Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks, and Mayor James Mayberry Others present were City Manager Greg Wood, City Clerk Sally Oglesby, Andy Vaughn, David Beaty, Heather Mullinix, Mike Turner, Tammie French, Kevin Music, Jerry Kerley, Chris Bennett, Jim Young, Jeff Johnson, Levonn Hubbard, Chris South, Ashley DeRossett, Casey Scarlett, Vicky Scarlett, Jeff Kerley, Jasmine Matthews, Nick Lobarhard, Brad Allamong, Tim Begley, and Marlene Potter. Consent Agenda Approval of the Consent Agenda A motion was made by Council Member Pamala Harris, seconded by Council Member Scot Shanks, to approve the Consent Agenda as presented. The motion carried by the following vote: Aye: 5- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry a) Approval of Memorandum of Understanding for the Volunteer Workforce Solutions Program The Crossville Fire Department applied for a grant from the Tennessee Fire Chiefs Association to assist with recruitment and retention efforts to recruit volunteers for the Fire Department. The grant requires no local match, but the City must agree to the terms in the Memorandum of Understanding, which is a 3-year commitment. This Resolution was approved as recommended. b) Approval of purchase of Front-end loader As reported by the City Manager in an e-mail message dated April 13, “The Street Department has a front-end loader that is down and really not worth fixing. It is in the capital budget for replacement next year (July 17). There is more than enough money in the sidewalk budget to cover anything we could do this year and pay for a new loader without having to do a budget amendment. If there is no objection, I am City of Crossville Page 1 Call for Special Meeting Minutes April 20, 2017 going to pull the trigger and get this rolling since it is hurting the department’s ability to do its job. State Contract price is $127,000 after receiving a $20,000 trade-in allowance for the non-functioning loader.” The final cost is $127,167.75 under a state bid contract. Post-facto approval of the Purchase was granted. ORDINANCES ON THIRD READING c) Ordinance replacing § 16-200 of the Crossville Municipal Code regarding excavation and cut fees in public right-of-way This Ordinance was adopted on third reading. ORDINANCES ON SECOND READING d) Ordinance amending the FY2016-17 budget for Meadow Park Lake parking This Ordinance was approved on second reading. e) Ordinance amending the FY2016-17 budget for legislative travel This Ordinance was approved on second reading. f) Ordinance amending the FY2016-17 budget for Cox Ave. acquisition costs This Ordinance was approved on second reading. g) Ordinance enacting and adopting a 2017-S5 supplement to the Code of Ordinances This Ordinance was approved on second reading. OTHER BUSINESS a) Discussion and action on the downtown sidewalk project City Manager Wood reported that in order to make sure the City is prepared for TDOT to pave the road, the City needs to do all the corners to ADA standards, install some bump-outs, install street lights, and conduit through the length of the project. After TDOT has paved, a request will be made to pave the side streets. The conduit would be installed in front of the gutter. Tim Begley discussed some bump-outs that will have to be installed to meet ADA requirements. If the City does the work, the City will have to hire full-time employees because we are not having any success in getting applicants for part-time positions. When the lights are taken down, they will be retrofitted to install at the Warner Complex parking lot to replace the wood poles in bad condition because of woodpeckers. The cost will be approximately $800,000-$1,000,000 for materials for the project. Kevin Music stated he was willing to start with two full-time employees to be dedicated to sidewalk work. No estimate was available on how long it will take to complete this phase. City of Crossville Page 2 Call for Special Meeting Minutes April 20, 2017 Mayor Mayberry passed out materials indicating the opinion of the experts who have said the downtown revitalization is very important in economic development and the recruitment of businesses and industry. He also presented surveys from Chamber members who were overwhelmingly in support of the project. Other members of Council countered with concerns about a potential 9-10¢ tax increase and their polls showing lack of support for a tax increase. The engineer estimates that the cost for a contractor to install sidewalks, corners, street lights, and conduit for the entire length of the project will cost approximately $2,400,000 and take approximately 9 months. For City crews to construct the entire project, it was estimated to take 37 1/2 months. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Pamala Harris, that the recommendation of the City Manager and City Engineer be approved. The motion failed by the following vote: Aye: 3- Council Member Pamala Harris, Council Member Danny Wyatt and Mayor Pro-tem J. H. Graham Nay: 2- Council Member Scot Shanks and Mayor James Mayberry The motion failed for lack of a 2/3rds vote, as required because of the action taken in July 2016. A motion was made by Council Member Danny Wyatt, seconded by Mayor Pro-tem J. H. Graham, that the City Manager be instructed to call TDOT and tell them to come and pave Main St. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Nay: 1- Council Member Scot Shanks ADJOURNMENT With no further business, the meeting was adjourned at 5:41 p.m. City of Crossville Page 3
