Graham, III Council Member Pamala Harris Council Member Scot Shanks Council Member Danny Wyatt City Manager Greg Wood City Clerk Sally Oglesby Call for Special Meeting Minutes June 6, 2017 The City Council for the City of Crossville held a special called meeting on Tuesday, June 6, 2017, at Crossville City Hall. Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 4 - Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks, and Mayor James Mayberry Absent 1 - Mayor Pro-tem J. H. Graham Others present were City Manager Greg Wood, City Attorney Will Ridley, City Clerk Sally Oglesby, Barry Field, Tim Begley, Kevin Music, Jeff Johnson, Gary Nelson, Andy Vaughn, Mark Fox, David Beaty, Chris South, Jim Young, Valerie Hale, Cliff Wightman, Rob Harrison, Fred Houston, Ed Camera, Leah Crockett, Brad Allamong, Ashley DeRossett, Marlene Potter, Nancy Burns, Mike Turner, R. J. Peterson, Bryce McDonald, Christy Dolinich, Rolf Weeks, Tammie French, Justin Ball, Joy Harris, Kaci Lantz, Drew Freeman, Mark Rosser, and Tony Perry. 1. ORDINANCES ON FIRST READING Approval of the Consent Agenda A motion was made by Council Member Danny Wyatt , seconded by Council Member Scot Shanks, to approve the Consent Agenda items "b-d". The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham b. Ordinance adopting the FY2017-18 budget, in title only This Ordinance was approved on first reading. c. Ordinance adopting the FY2017-18 tax rate, in title only This Ordinance was approved on first reading. Ordinance amending the FY2016-17 Budget for year-end adjustments The actual expenses in many areas are over budget. The budget amendments are necessary to bring the budget up to actual expenses. State Street Aid monies were City of Crossville Page 1 Call for Special Meeting Minutes June 6, 2017 used to pave and cap old subdivision streets. As we close-out the year, these numbers may change prior to final reading. This Ordinance was approved on first reading. a. Ordinance amending §14-705 of the Crossville Municipal Code pertaining to tree removal The Tree Board and City Arborist requested that the Crossville Municipal Code be amended regarding tree removal to further define dead or dying trees and the need to have them removed in a timely manner when they create a hazard. The current ordinance does not allow the City to compel their removal. A discussion was held on the proposed ordinance. It will be amended to clarify that it would only apply to trees that affect public property and rights-of-way. City Attorney Will Ridley clarified that State law allows trees to be cut, when required, and liens placed on the property so that the City can recover costs. A motion was made by Council Member Scot Shanks, seconded by Mayor James Mayberry, that the ordinance amending § 14-705 be passed on first reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham OTHER BUSINESS 2. Approval to Pay off Letters of Credit for Paving and Police Cars The City has 2 Lines of Credit for Paving and Police cars. They have balances of $728,000 for paving and $807,000 for police cars. The Finance Director recommended that the City pay these two loans off before June 30, 2017. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that the Finance Director be approved to pay the loans off using funds in the general fund. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham 3. Approval to deposit additional cash reserves at First Bank First Bank has asked the City to put money into a savings account in their bank. The City Council approved this in January for $1,500,000 and the funds were moved from the LGIP Fund to First Bank. First Bank is asking for the City to do this again. The bank will pay .10 basis points above what LGIP is paying. The Finance Director recommended the City transfer more money to First Bank and suggested another $1,500,000. A motion was made by Council Member Pamala Harris, seconded by Council Member Danny Wyatt, that the Finance Director be authorized to move money from LGIP to First Bank in the amount of $1,500,000. H. Graham 4. Approval of contract for Urban & Community Forestry Program grant The City of Crossville applied for the 2017 Urban & Community Forestry grant to fund the part-time Urban Forester position. This grant has been awarded and the contract needs final approval. The date of the contract is July 1, 2017-June 30, 2018 in the amount of $25,600. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that the contract for the 2017 Urban & Community Forestry Grant be approved. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham BIDS / PURCHASES 5. Used Tandem Fifth Wheel Bids were accepted for a used Tandem Fifth Wheel for the Street Department. The Street Department Supervisor reviewed the bids received and recommended purchasing the used tandem fifth wheel from Ben’s Trucks & More for the purchase price of $55,000. The other bid was from Landmark Trucks of Knoxville for $95,000. Money has been allocated and is available in the 2016/2017 budget. The trailer that will be pulled by this tandem is in the budget for next year. A motion was made by Council Member Pamala Harris, seconded by Council Member Scot Shanks, that the purchase of the used tandem fifth wheel from Ben's Trucks and More be approved. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H.
