Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 4 - Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, and Mayor James Mayberry Absent 1 - Council Member Scot Shanks Others present were City Manager Greg Wood, City Attorney Will Ridley, City Clerk Sally Oglesby, Andy Vaughn, Jeff Johnson, Kevin Music, Mike Turner, David Beaty, Jim Young, Gary Nelson, Ed Camera, Ashley DeRossett, Fred Houston, Brad Allamong, Rolf Weeks, Tom Bailey, Rob Harrison, Tammie French, Leah Crockett, and Levonn Hubbard. 1. ORDINANCES ON THIRD READING A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Pamala Harris, that the rules be suspended on the consent agenda to proceed with item 1e. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks e. Ordinance adopting the FY2017-18 tax rate The reappraisal of properties reduces the new certified tax rate from $0.63 to $0.5905. Mayor Pro-Tem Graham voiced his support of reducing the tax rate further to $0.55. It will reduce the revenues by $172,000. A discussion was held on the pros and cons of the reduced revenues, uncertainty of the future economy with the City's reliance on sales tax revenues, and the future capital outlay needs. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Pamala Harris, that the ordinance adopting the FY2017-18 tax rate be adopted on third reading with the tax rate set at $0.55 per $1,000 of assessed value. The motion failed by the following vote: Aye: 2- Council Member Danny Wyatt and Mayor Pro-tem J. H. Graham Nay: 2- Council Member Pamala Harris and Mayor James Mayberry Absent: 1- Council Member Scot Shanks City of Crossville Page 1 Call for Special Meeting Minutes June 29, 2017 A motion was made by Council Member Pamala Harris that the ordinance adopting the FY2017-18 tax rate be adopted on third reading with the tax rate set at $0.57 per $1,000 of assessed value. The motion failed for lack of a second. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem J. H. Graham, that the ordinance adopting the FY2017-18 tax rate at $0.5905 per $1,000 of assessed value be adopted on third reading. The motion carried by the following vote: Aye: 3- Council Member Pamala Harris, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Nay: 1- Council Member Danny Wyatt Absent: 1- Council Member Scot Shanks a. Ordinance amending §14-705 of the Crossville Municipal Code pertaining to tree removal This ordinance allows the City to remove trees on private property if they are a hazard to the public right-of-way. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that the ordinance not be approved on third reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks c. Ordinance amending the FY2016-17 Budget for year-end adjustments A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Pamala Harris, that the budget amendment be adopted on third reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks b. Ordinance amending the FY2016-17 budget for Garrison Park renovations Those against the project stated that they do not want to lose the fencing or Field A and concerns on the costs. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that this budget amendment ordinance be tabled until someone can tell us why the fence has to come down. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks d. Ordinance adopting the FY2017-18 budget A motion was made by Mayor James Mayberry, seconded by Council Member Danny Wyatt, that the ordinance adopting the FY2017-18 budget be adopted on third and final reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks 2. ORDINANCES ON SECOND READING a. Ordinance adding 18-107(C)(4) to the Crossville Municipal Code regarding sewer extensions outside the City limits, but in an existing development A motion was made by Council Member Danny Wyatt, seconded by Mayor James Mayberry, that the ordinance be passed on second reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks OTHER BUSINESS 3. Resolution approving non-profit donations for FY2017-18 A motion was made by Mayor James Mayberry, seconded by Council Member Danny Wyatt, that the resolution approving non-profit donations for FY2017-18 be approved. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Discussion and action on HVAC unit for Fair Park Senior Center One of the HVAC units at Fair Park Senior Center is no longer functioning and needs to be replaced. The cost is estimated at $12,000. Councilmember Wyatt proposed that the City share the cost with Cumberland County. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that payment of up to one-half of the cost for a new HVAC unit for Fair Park Senior Center be approved. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H.
