Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 12:00 noon. Roll Call Present 4 - Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks, and Mayor James Mayberry Absent 1 - Mayor Pro-tem J. H. Graham Others present were City Manager Greg Wood, City Clerk Sally Oglesby, Brad Allamong, Gary Nelson, Rolf Weeks, Andy Vaughn, Kendall Hargis, Valerie Hale, Jim Young, Tim Begley, and Fred Houston. 1. Ordinance amending §1-102 pertaining to Order of Business A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that the ordinance regarding Order of Business be passed on second reading. The motion failed by the following vote: Aye: 2- Council Member Pamala Harris and Council Member Danny Wyatt Nay: 2- Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham 2. Ordinance adopting § 14-900 in the Crossville Municipal Code regarding telecommunications facilities The moratorium on telecommunications facilities in Crossville expires on October 1. A committee has continued working on an ordinance and is now in draft form. A final version will be available prior to final reading. A motion was made by Council Member Danny Wyatt, seconded by Council Member Scot Shanks, that the ordinance regarding telecommunications facilities be approved on first reading. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Mayor Pro-tem J. H. Graham 3. Discussion and action on J.R. Wauford & Company engineering contract for waterlines City of Crossville Page 1 Call for Special Meeting Minutes August 23, 2017 A contract amendment has been submitted by J.R. Wauford & Company in the amount of $19,810.60 to cover the additional engineering services caused on the time over-runs of the contractor. The waterline project being constructed by Norris Brothers is significantly behind schedule. The contract completion date was December 31, 2016 and the City is holding retainage on the project in the amount of $52,250.42. At this time, the contractor is working through the punch list and City staff are performing the inspections. A motion was made by Council Member Danny Wyatt, seconded by Council Member Pamala Harris, that the contract amendment be approved. Graham 4. Discussion and action on Water System Improvements The following bids were received on August 8, 2017 for improvements to the Meadow Park and Holiday water treatment plants: · W & O Construction $1,291,600 · Roy Joe Angel Construction $1,364,000 · J. Cumby Construction $1,486,000 The low bid of W & O Construction was recommended by the consulting engineers for acceptance. (Mayor Pro-Tem Graham arrived at 12:07 p.m.) A motion was made by Council Member Scot Shanks, seconded by Council Member Pamala Harris, that the bid of W & O Construction be accepted upon final reading of budget amendment and a budget amendment be passed on first reading. Selection of Engineering Firm for 4th St./West Ave. traffic signal and intersection upgrade Requests for Qualifications were issued to provide the necessary engineering services for the upgrade of the traffic signal and intersection at Fourth St. and West Ave. The RFQ was advertised in the newspaper and sent directly to 9 engineering firms. RFQ's were received on August 16 from Gresham, Smith and Partners, CT Consultants, Cannon & Cannon, HFR Design, Wiser, and McGill Associates. The RFQ's were scored by staff and it was recommended that Gresham, Smith, and Partners be selected. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Scot Shanks, that Gresham Smith and Partners be selected and the City of Crossville Page 2 Call for Special Meeting Minutes August 23, 2017 City Manager authorized to negotiate a contract for Council approval.
