Graham, III Council Member Pamala Harris Council Member Scot Shanks Council Member Danny Wyatt City Manager Greg Wood City Clerk Sally Oglesby Call for Special Meeting Minutes September 27, 2017 The City Council for the City of Crossville held a special called meeting on Wednesday, September 27, 2017, at Crossville City Hall. Call to Order Mayor James Mayberry was present and presiding. He called the meeting to order at 12:00 noon. Roll Call Present 4 - Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks, and Mayor James Mayberry Absent 1 - Council Member Pamala Harris Others present were City Manager Greg Wood, City Attorney Will Ridley, City Clerk Sally Oglesby, Evan Sanders, Kevin Music, Andy Vaughn, Tim Begley, David Beaty, Levonn Hubbard, Billy Martin, Tammie French, Gary Nelson, Jim Young, Seth Harrison, Kyle Turner, and MIke Turner. 1. Discussion and action on Transportation Alternatives Program grant Applications are now being solicited for FY2018 Transportation Alternatives Program (formerly known as the Transportation Enhancement Program) funding through TDOT. The deadline for applications is October 3, 2017. Evan Sanders provided the City with a very conservative timeline. The design is basically completed and TDOT has approved the Right of Way and the design before when the City bid the project several years ago. The majority of the lag in the timeline is for TDOT to perform this same task again. The Main Street project, beginning at the Lantana Road intersection and ending on the north side of the Neecham Street intersection has been trimmed down and does not include the corridor lighting, plantings, signage and pedestrian signals at the First Street intersection and Fourth Street intersection. The grant will not pay for the corridor lighting because the fixture heads overhang the road and they are considered primarily as street lights. The plantings will be discussed with adjacent property owners after construction. City Crews can install the signage and the pedestrian signals during construction much cheaper than a contractor and the grant will not cover the signals. The portion of the project to be included in the grant includes the removal and replacement of all sidewalk from just outside of the Lantana Road intersection (The sidewalk in this area will be upgraded by City Crews after the signal is upgraded) and extends to the northern side of the Neecham Street intersection. The probable cost with a 10% contingency is $1,581,564.20 The required grant funds at 80% is $1,265,251.36 The required city funds at 20 % is $316,312.84 City of Crossville Page 1 Call for Special Meeting Minutes September 27, 2017 The estimated cost for the lighting materials to be installed by City Crews is $295,000.00 City Manager Greg Wood reviewed the recommendation. He also would like to consider putting fiber optics underground while the street lights are being installed, especially if he can get assistance from other companies in that business. Council concurred with that request. Evan Sanders answered questions about the grant program and the proposed application. He also recommended adding an additional $43,000 for pedestrian traffic signalization, which will be required by TDOT. The cost may be less if the City does the installation. This would bring the total grant application to approximately $1,300,000. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Scot Shanks, that approval be given for proceeding with the grant application as presented, including the additional $43,000 for pedestrian traffic signalization. The motion carried by the following vote: Aye: 4- Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Council Member Pamala Harris Approval of the Consent Agenda A motion was made by Mayor Pro-tem J. H. Graham , seconded by Council Member Scot Shanks, to approve items #2-7 as a Consent Agenda. The motion carried by the following vote: Aye: 4- Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, Council Member Scot Shanks and Mayor James Mayberry Absent: 1- Council Member Pamala Harris 2. Discussion and action on grant application for K-9 replacement The Stanton Foundation is a non-profit organization which designates canine welfare as one of its primary missions. They have a grant program to provide a grant of up to $10,000 to an agency that loses a K9 officer in the line of duty. The funds are to purchase a new K9 and a bulletproof vest for that K9. Approval was requested to apply for funds in memory of K9 Cain. This grant application was approved. ORDINANCES ON THIRD READING 3. Ordinance amending the FY2017-18 budget for Water System Improvements This Ordinance was adopted on third reading. Ordinance amending the 2017-18 budget for cemetery truck This Ordinance was approved on second reading. 7. Ordinance amending the 2017-18 budget for Meadow Park raw water pump generator This Ordinance was approved on second reading.
