Graham, III Council Member Pamala Harris Council Member Scot Shanks Council Member Danny Wyatt City Manager Greg Wood City Clerk Valerie Hale Call for Special Meeting Minutes July 17, 2018 Call to Order The City Council for the City of Crossville met in special session on July 17, 2018 at 12:00 p.m. at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 12:00 p.m. Rollcall Present 4 - Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham, and Mayor James Mayberry Absent 1 - Council Member Scot Shanks Others present were City Manager Greg Wood, City Attorney Will Ridley, City Clerk Valerie Hale, Assistant City Clerk Malena Fisher, David Beaty, Jim Young, Heather Mullinix, Scott Humphrey, Tammie French, Margie Buxbaum, and Levonn Hubbard. Approval of contract for Urban & Community Forestry Program grant The City of Crossville applied for the 2018 Urban & Community Forestry grant to fund the part-time Urban Forester position. This grant has been awarded and contract needs to be approved. The date of the contract is September 15, 2018-August 15, 2019 in the amount of $19,200. Council member Harris entered the meeting at 12:01 p.m. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Danny Wyatt, to approve the contract for 2018 Urban & Community Forestry Grant. The motion carried by the following vote: Aye: 4- Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Mayor James Mayberry Absent: 1- Council Member Scot Shanks Approval of bid for Garrison Park Bid Set #2 The City of Crossville received bids for Garrison Park Bid Set #2. The lowest bid was submitted by Freitag Construction Company, Inc. at a base amount of $554,400 with an the alternate option of an additional $12,000 to include a standing seam metal roof. This bid set included all work associated with the development of the project with the exception of the splash pad and playground equipment and installation. A total of two (2) bids were received. Mr. Wood advised that the City is obligated to finish the project because of the grant requirements. There was a discussion regarding the projected amount the project will be over budget. A motion was made by Mayor James Mayberry, seconded by Council Member Harris to approve low bid with the metal roof additive contingent upon approval by the State of Tennessee, also serve as first reading of the budget amendment.
