Main Crossville, TN 38555 Minutes Thursday, February 14, 2019 8:00 AM Conference Room 317 Call for Special Meeting Call for Special Meeting Minutes February 14, 2019 Call to Order The City Council for the City of Crossville met in special session on Thursday, February 14, 2019 at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 8:00 a.m. Rollcall Present 4 - Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt, and Mayor James Mayberry Absent 1 - Council Member Scot Shanks Others present were City Attorney Will Ridley, City Manager Greg Wood, City Clerk Valerie Hale, Assistant City Clerk Malena Fisher, Heather Mullinix, C.P. Clapper, and Robert Foss. Approval of the Consent Agenda A motion was made by Council Member J. H. Graham, seconded by Mayor Pro-tem Art Gernt, to approve the Consent Agenda Items 1 A-F as presented. The motion carried by the following vote: Aye: 4- Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt and Mayor James Mayberry Absent: 1- Council Member Scot Shanks a. Approval of disposal of surplus equipment-Street Department Approval is requested to declare two backhoes to be surplus and sold at www.govdeals.com. The estimated current value for New Holland backhoe is $10,000 and estimated value for Ford backhoe is $7,000. This Resolution was approved as recommended. Ordinances on Second Reading b. Ordinance amending FY18-19 Budget-Demolition & Cleanup A budget amendment is required for the Codes Department to complete the previously approved demolition projects. This Ordinance was approved on second reading. c. Ordinance amending Crossville Municipal Code Title 2 Chapter 2: Airport Committee In past years, the airport had an advisory committee to provide input and assistance for the Airport Manager. In light of comments made on the Airport Tenant Survey, this seems like a prudent idea to reinstate, both from the perspective that tenants City of Crossville Page 1 Call for Special Meeting Minutes February 14, 2019 requested it, but more so the almost unanimous agreement that tenants would like to see more activities at the airport and also more airport related businesses at the airport. This is not a task the Airport Manager can do alone, or is necessarily best suited to do. Recommendations for airport committee members: • 3-4 pilots, with at least 2 being IFR rated, and if any are turbine rated for the corporate jets, their specific knowledge could prove beneficial. • Representation from the Chamber of Commerce • Representative with civil engineering background • Representative with experience in marketing/aviation marketing The Tennessee Airport Management Manual, which recommends the establishment of an airport committee. This Ordinance was approved on second reading d. Ordinance amending FY18-19 Budget Meadow Park Lake staff Meadow Park Lake Department and the Lake Commission request a full time year round position to be added to the existing staff at Meadow Park Lake. At this time the staff consists of a Lake Manager and one part-time year round employee at 30 hours a week. May through Labor Day, 2-3 seasonal employees are hired at a total of 54 hours a week If approved, this would require a budget amendment in the amount of $9,800 for the rest of FY18-19. Cost for a full year for the employee would be: Employee Annual Cost = $32,220.00 (Individual benefits + retirement + work comp) Employee Annual Cost = $42,000.00 (Family benefits + retirement + work comp) This Ordinance was approved on second reading e. Ordinance Amending FY18-19 Budget for repairs at Little Obed Pump Station The Little Obed Pump Station is in need of repairs to the pumps that are necessary for proper functioning of the station. Due to the desperate need for these repairs, staff is requesting to consider this an emergency purchase and allow the pumps to be acquired and installed prior to final reading of the budget amendment. This Ordinance was approved on second reading f. Ordinance amending FY18-19 Budget Crossville Aero The City Attorney presented an agreement to end the current contract between the City of Crossville and Crossville Aero. A budget amendment is required. Other Business a. Discussion and action on NAICO Settlement for Airfield Pavement Rehabilitation The National American Insurance Company (performance bonding company for Cantrell Construction) has proposed the attached “Settlement Agreement” which includes payment for damages in the amount of $76,984.07 and no payments to Cantrell Construction. City staff has calculated the City’s damages at $76,984.07 as detailed below: Cantrell’s Original Bid $608,130.00 Axtells’ Rebid $661,452.50 Atkins’ additional engineering fees -$20,637.00 Total Contracted Damages -$ 73,959.50 Additional Work Performed by the City: Removal of flowable fill and replace with Concrete -$2,334.30 Temporary 4 inch taxi line -$690.27 Total Damages = $76,984.07 A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to approve settlement as presented. The motion carried by the following vote: Aye: 4- Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt and Mayor James Mayberry Absent: 1- Council Member Scot Shanks b. Approval of bid for Airfield Rehab Project-Seal/Stripe Runway & Taxiway TDOT-Aeronautics awarded the City a 95% grant in the amount of $637,042 for sealing and striping the airport runway and taxiway. The local share was $33,528 for a total project of $670,570. The contractor for the project has been terminated and the project was re-bid. Atkins Engineering is recommending the low bid from Axtell’s Inc. in the amount of $661,452.50. A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to approve the bid as presented. The motion carried by the following vote: Aye: 4- Council Member J. H.
