Main Crossville, TN 38555 Minutes Thursday, May 14, 2020 5:00 PM Video Conference Call for Special Meeting Call for Special Meeting Minutes May 14, 2020 Call to Order The City Council for the City of Crossville met in special session on Thursday, May 14, 2020 via video conference due to restrictions mandated to protect its citizens during the Coronavirus (COVID-19) pandemic. Mayor James Mayberry was present and presiding. He called the meeting to order at 5:00 p.m. Roll Call Present 5 - Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt, Council Member Scot Shanks, and Mayor James Mayberry Others present for the video conference were City Manager Greg Wood, City Clerk Valerie Hale, Lee Lawson, Chris South, Mike Turner, Jessie Brooks, Tim Begley, and Fred Houston 1. Consent Agenda A motion was made by Mayor James Mayberry, seconded by Council Member Scot Shanks, to approve all items on the Consent Agenda. The motion carried by the following vote: Aye: 5- Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt, Council Member Scot Shanks and Mayor James Mayberry Ordinances on Third Reading a. Ordinance amending Crossville Municipal Code Sections 8-304 & 305 regarding residency requirement for retail liquor store owners It has come to the attention of City staff that placing a residency requirement on potential retail liquor store owners could not be enforced due to recent court rulings; therefore, a need to change the ordinance is requested. This Ordinance was adopted on third reading. Ordinances on Second Reading b. Ordinance closing unimproved Right-of-Way on 112 Webb Ave. A property owner on Webb Ave requested the ROW in the area highlighted on the map presented to be closed, consisting of 0.04 acres. A previous request was submitted in 2018, which involved more property owners. Planning Commission met 07/19/2018 and recommended denial of the ROW closure request for the full ROW and that closure of the unused portion of ROW be granted if the property owners hire a surveyor, properly define the ROW, agree to the division of said ROW, and provide a legal description to the City. The property owner proceeded City of Crossville Page 1 Call for Special Meeting Minutes May 14, 2020 with a survey of her property only and requests only the portion of the ROW that touches her property be closed. A legal description has been presented to the City and staff recommends closure and adjoining the unimproved ROW to Tax Map 113C, Group E, Parcel 18. This Ordinance was approved on second reading. 2. Other Business a. Approval of temporary street closing for the Grinder House block party/open house on May 29 Grinder House is planning a block party on May 29. They request that West Fifth St. be closed from West Ave to Rector Avenue and that Rector Avenue be closed from West Fifth St. to Fourth St. from 5:00 p.m. to 10:00 p.m. If live music is not permitted, they have requested June 12 as a contingency date. A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to approve the Grinder House temporary street closing request. The motion carried by the following vote: Aye: 5- Council Member J. H. Graham, Council Member Rob Harrison, Mayor Pro-tem Art Gernt, Council Member Scot Shanks and Mayor James Mayberry Adjournment With no further business to discuss, the meeting adjourned at 5:04 p.m. City of Crossville Page 2
