Call to Order
The Crossville City Council met in special session on Thursday, September 23, 2021,
at Crossville City Hall. Mayor James Mayberry was present and presided. He called the
meeting to order at 12:01 p.m.
Roll Call
Present 5 - Council Member Scot Shanks, Council Member Rob Harrison, Council
Member Art Gernt, Mayor Pro-tem R.J. Crawford, and Mayor James
Mayberry
Others present: City Manager Greg Wood, Fred Houston, Tim Begley, Darian Dykes,
Will Ridley, Levonn Hubbard, Steve Prudhomme and Malena Fisher.
1. Approval of resolution authorizing application for Multimodal Access
grant to fund downtown street lights
City Council previously approved submitting a letter of intent for a grant to fund the
downtown street lights through Tennessee Department of Transportation Multimodal
Access grant program. The Letter of Intent was accepted and the City was invited to
submit a full application. Approval of the resolution authorizing application for
Multimodal Access grant to fund downtown street lights is requested.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve resolution. The motion carried by the following
vote:

2. Approval of Interlocal Agreement with South Cumberland Utility District
Council previously approved an agreement with South Cumberland Utility District, but
some changes were made by the utility district in the agreement.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve agreement. The motion carried by the following
vote:

3. Approval to submit fund request and application for new account with
Local Government Investment Pool (LGIP)
As part of the American Rescue Plan, the City of Crossville is eligible to receive
$3,494,987.87 in two equal payments. The deadline to submit the request is
September 30. Although staff has not determined exactly how the funds will be spent,
the State of Tennessee is requiring that the request be submitted anyway. Staff
expects to propose to the City Council that the money be allocated to water and sewer

projects. Until a plan is devised, Staff recommends that the funds be placed into a
separate LGIP account.
A motion was made by Council Member Rob Harrison, seconded by Mayor
James Mayberry, to approve submittal of fund request and new LGIP account.

4. Approval to purchase final return pump for Wastewater Treatment Plant
Veolia requested approval of an emergency expenditure for the replacement of a final
return pump at the Wastewater Treatment Plant. Cost of the pump is $22,406.44 and a
budget amendment is not necessary.
A motion was made by Mayor James Mayberry, seconded by Council Member
Rob Harrison, to approve the purchase. The motion carried by the following
vote:

5. Approval to repair pump for lift station
Veolia requested approval of emergency expenditure for the repair of pump #2 at the
Rock Yard Lift Station. The total cost of the repair is $7,357.39. A budget amendment
is not necessary
A motion was made by Mayor James Mayberry, seconded by Council Member
Art Gernt, to approve the purchase. The motion carried by the following vote:

6. Approval of Catoosa pump drives replacement
Catoosa Utility Department suffered two blown pump drives, and the regular supplier
cannot get replacements for three weeks. Replacements were found through Wascon
at a cost of $10,673.10 for parts and labor. At least a portion of the costs might be
recoverable through an insurance claim.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve purchase. The motion carried by the following
vote:

7. Approval of purchase agreement for 127 Livingston Road
Approval of purchase agreement is required for Tax Map 100N/A/009.00 and 010.00,
located at 127 Livingston Road. Council Member Rob Harrison expressed concern at
the price for the properties. Mayor Pro-Tem R.J. Crawford said his concerns were the

price per acre, taking tax properties off the tax rolls, being land-locked so that future
growth is not an option and being on a busy main street. He cited the Manchester
facility, which is not located on a main thoroughfare. City Attorney Will Ridley
suggested approval of all three purchase agreements in one motion.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve the purchase agreements on 127 Livingston
Road, 107 Livingston Road and the North Main Street properties. The motion
carried by the following vote:
Aye: 3- Council Member Scot Shanks, Council Member Art Gernt and Mayor
James Mayberry
Nay: 2- Council Member Rob Harrison and Mayor Pro-tem R.J. Crawford
8. Approval of purchase agreement for 107 Livingston Road
Approval of purchase agreement is required for Tax Map 100N/A/009.01, located at
107 Livingston Road.
This purchase agreement was approved.
9. Approval of purchase agreement for North Main Street property
Approval is required for the purchase agreement for Tax Map 100N/A/005.00 and
015.00, the North Main Street property adjacent to Tri-Green, formerly the Crossville
Ford Dealership.
This purchase agreement was approved.
10. Authorization of stream determination engineering funds
A stream determination study is necessary to proceed with planning the recreational
facility on either the Main Street or Webb Avenue property. Also, the purchases of the
Main Street properties is contingent upon the environmental studies.
A motion was made by Mayor James Mayberry, seconded by Council Member
Art Gernt, to authorize engineering funds for stream determination on both the
Main Street and Webb Avenue properties, and for phase one environmental
study on the Main Street property, with the total not to exceed $15,000. The
motion carried by the following vote:
Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council
