Mayor James Mayberry was present and presiding. He called the meeting to order at 4:00 p.m. Rollcall Present 5 - Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford, and Mayor James Mayberry Others present were City Manager Greg Wood, City Clerk Valerie Hale, Kevin Music, Jessie Brooks, Chris Kendrick, Steve Powell, Levonn Hubbard, Danny Thurman, Moira Chanot, Lee Lawson, Chris South, Ethan Medley, Joe Kerley, and Billy Martin. Other Business 1. Discussion regarding appointment of members to Building Code Board of Appeals Since 3rd reading of the Building Code Board of Appeals has been completed, it is time to appoint the members. The Board shall consist of 5 members appointed by the Crossville City Council and shall be: a) Cumberland County residents b) Willing to serve for 5 years c) Qualified by experience and training related to building construction d) Not elected officials or city employees Three members shall serve for 3 years and two members shall serve for 4 years. A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Art Gernt, to appoint Jamie Smith (3 year term), Chuck Burgess (3 year term), James Wattengarger (4 year term), Jerry Wood (4 year term), and Ronnie Wyatt (3 year term) to the Building Codes Board of Appeals. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 2. Approval of TCRS Employer Contribution Rate The City of Crossville pays an employer contribution rate to TCRS each month. The rate at present is 10.61% and will end June 30, 2022. The new rate starts July 1, 2022 and it has been computed at 11.87%. The Finance Director recommends that the City pays 13% to allow for any short falls that TCRS may encounter this year and any going forward. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 3. Approval of grant contract amendment regarding PAPI Replacement and construction administrative services Staff requests approval of grant contract amendment with TDOT Aeronautics for the construction items related to the PAPI Replacement and administrative services. Construction is in the amount of $89,605, administrative services is $13,881.00, and an amount not to exceed $15,000 for the flight check. The total amount of the grant contract is $118,500 with a 5% match from the City. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve contract. Ordinance adopting the FY2022-23 tax rate An ordinance setting a tax rate for FY2022-23 needs to be passed on 3 readings by June 30. With the reappraisal, the new certified tax rate is $0.6194. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve adoption of FY 22-23 $0.6194 tax rate (in title only). Ordinance approving FY22-23 Budget Approval of the FY22-23 budget is requested. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve the FY22-23 budget (in title only).
