Mayor James Mayberry was present and presiding. He called the meeting to order at 9:00 a.m. Roll Call Present 4 - Council Member Scot Shanks, Council Member Rob Harrison, Mayor Pro-tem R.J. Crawford, and Mayor James Mayberry Absent 1 - Council Member Art Gernt Others present were City Manager Greg Wood, City Clerk Valerie Hale, Tim Begley, Kari Galyon, Yancy Galyon, Heather Mullinix, Jessie Brooks, Fred Houston, and Chris South. Other Business 1. Ordinance amending Title 8, Chapter 2 regarding beer permits Since the City Council voted to allow alcohol on City-owned properties, a revision to the beer ordinance is necessary to issue permits A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to approve first reading of the ordinance. The motion carried by the following vote: Aye: 4- Council Member Scot Shanks, Council Member Rob Harrison, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry Absent: 1- Council Member Art Gernt 2. Ordinance amending Title 14, Chapter 5 of the Crossville Municipal Code regarding Business and Outdoor Advertising A rough draft of the sign ordinance was presented. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve first reading of sign ordinance. The motion carried by the following vote: Aye: 4- Council Member Scot Shanks, Council Member Rob Harrison, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry Absent: 1- Council Member Art Gernt 3. Approval to accept proposals for the performance of the Baseline Environmental Assessment Phase 2 for the Meadow Park Lake Expansion Kevin Young with J.R. Wauford & Co. requested proposals from BDY Environmental, City of Crossville Page 1 Call for Special Meeting Minutes May 26, 2022 LLC and Ecosystem Planning and Restoration, PLLC May 2,2022. He has reviewed the proposals and both scopes of work comply with the requirements of the request. The proposal with BDY Environmental, LLC is at a lump-sum cost of $87,514 and the proposal with Ecosystem Planning and Restoration, PLLC is at a lump-sum cost of $128,360. The Director of Engineering requested the authorization for the City to enter into two contracts, to be reviewed by the City Attorney, with BDY and EPR for the services described in each draft edited proposal at a cost mentioned above. A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to accept the proposals and enter into contracts upon City Attorney approval. Discussion and action regarding lease and City-owned property at 127 Livingston Rd. The property owner that sold the property to the City located at 127 Livingston Rd. (Indoor Rec Facility property) has sold the business and the new owner is requesting an extension of the August 31 deadline to vacate the property. The purchase agreement with the original owner did not provide for future occupancy of a new owner of a business. The ground, building, and all fixtures on the property belong to the City of Crossville. The City Council discussed a new lease agreement with the new owners, Yancy & Kari Galyon. A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Rob Harrison, to authorize City Attorney to proceed with lease agreement with same terms offered to McGinnis Tile. The motion carried by the following vote: Aye: 4- Council Member Scot Shanks, Council Member Rob Harrison, Mayor Pro-tem R.J.
