Call to Order
The City Council for the City of Crossville met in special session on Tuesday,
September 6, 2022 at Crossville City Hall. Mayor James Mayberry was present and
presiding. He called the meeting to order at 5:00 p.m.
Roll Call
Present 4 - Council Member Scot Shanks, Council Member Art Gernt, Mayor Pro-tem
R.J. Crawford, and Mayor James Mayberry
Absent 1 - Council Member Rob Harrison
Others present were City Manager Greg Wood, City Attorney Randy York, City Clerk
Valerie Hale, Judy York, Jessie Brooks, Fred Houston, Larry Kidwell, Cliff Wightman,
Kevin Music, Joe Kerley, Tim Begley, Levonn Hubbard, Bryce McDonald, Cheryl
Duncan, Jenna Walls, Chris South, Darian Dykes, Rusty Graham, and Leah Crockett.
Other Business
1. Oath of Office-City Attorney
City Attorney Randy York was officially sworn in as City Attorney.
The Oath of Office was administered.
2. Approval of grant application for Tree Obstruction Removal
Staff requests approval of a grant application for Tree Obstruction Removal at the
Crossville Memorial Airport (runways 8 & 26 approach). An environmental assessment
has been completed and bids have been received to help Staff determine the amount
of the grant application and requests an application in the total amount of $677,800.
Combined with all other funding sources as listed below, the City’s match will be
$16,875. A budget amendment is not necessary.
Non-Primary Entitlement (NPE) $207,270;
American Rescue Plan Act (ARPA) $23,030;
Federal Bi-Partisan Infrastructure Law (BIL) $110,000;
Local (City) $16,875; and
State $320,625.
A motion was made by Mayor James Mayberry, seconded by Council Member
Art Gernt, to approve application for grant. The motion carried by the following
vote:

3. Approval of bid award-Tree Obstruction Clearing
Staff solicited bids for the tree obstruction clearing project for runways 8 & 26
approach surfaces encompassing 11.75 acres. Due to limitations of the easements,
some trees will only be trimmed while others will be cut entirely. Bids were received
July 19, 2022. Only one bid was received in the amount of $850,100 from Cleary
Construction. Adjustments were made regarding the method of tree removal and the
bid was reduced to $677,800. The City is applying for a grant to fund the project and
will be responsible for a match of $16,875.
A motion was made by Mayor James Mayberry, seconded by Council Member
Scot Shanks, to approve bid. The motion carried by the following vote:

4. Airport Terminal Renovations
The City applied for an FAA Bipartisan Infrastructure Law (BIL) Grant for renovations of
the airport terminal building. The City has been awarded this grant for a total
construction cost of $649,980.00 which includes a match from the City at an amount of
$32,000.
This project will bring the existing terminal building into compliance with Americans
with Disabilities Act (ADA) standards by modernizing the roof and restrooms improving
(ADA) accessibility and energy efficiency.
This grant will be funneled through TDOT Aeronautics. The City must hire the
Engineer/Architect, bid the project as a design/build and submit the grant request to
TDOT Aeronautics by November 4, 2022. The FAA will issue the grant by the end of
the year.
A contract with Atkins was presented with a lump sum amount of $58,070.00. Due to
the above-mentioned time constraints, the City cannot apply for a grant for this
architectural work. The Director of Engineering recommends the approval of the
contract so that the fast-paced grant schedule can be accomplished.
A motion was made by Mayor James Mayberry, seconded by Council Member
Art Gernt, to approve contract with Atkins in the amount of $58,070. The motion
carried by the following vote:

Mayor James Mayberry adjourned the meeting at 5:06 p.m.
