Call to Order
The Crossville City Council met in special session on Tuesday, June 6, 2023 at
Crossville City Hall. Mayor R.J Crawford was present and presiding. He called the
meeting to order at 5:01 p.m.
Roll Call
Present 5 - Council Member Art Gernt, Council Member Scot Shanks, Council
Member Mike Turner, Mayor Pro-tem Rob Harrison, and Mayor R.J.
Crawford
Others present were City Manager Greg Wood, City Clerk Valerie Hale, Andre Greppin,
Kevin Music, Billy Poore, Chris South, Levonn Hubbard, Heather Mullinix, Darian
Dykes, Joe Kerley, Andon Stegner, Melinda Kelsey, Sherry Cardwell, Jessie Brooks,
Tim Begley, Burt Allaire, Larry Kidwell, and Fred Houston.
1. Consent Agenda
Approval of the Consent Agenda
A motion was made by Council Member Art Gernt, seconded by Mayor Pro-tem
Rob Harrison, to approve Consent Agenda Items 1 A-F. The motion carried by
the following vote:

Ordinances on Third Reading
a. Ordinance amending FY22-23 budget-Interchange Drive culvert
A budget amendment is necessary for the Interchange Drive culvert project in the
amount of $350,000.00.
This Ordinance was adopted on third reading.
b. Ordinance amending FY22-23 budget-Centennial Park Paving & Striping
A budget amendment is necessary for the Centennial Park Paving & Striping project.
This Ordinance was adopted on third reading.
c. Ordinance amending FY22-23 budget-City Hall roof
A budget amendment is necessary for the upcoming roof replacement on City Hall.
This Ordinance was adopted on third reading.

d. Ordinance approving FY23-24 Budget
This Ordinance was approved on second reading.
e. Ordinance approving FY23-24 Tax Rate
Approval of the FY23-24 tax rate is requested. The current tax rate is .6059.
This Ordinance was approved on second reading.
f. Ordinance amending FY22-23 budget-End of Year Adjustments
A budget amendment is necessary for the end of year adjustments.
This Ordinance was approved on second reading.
2. Other Business
a. Approval of contract & price revision regarding Terminal Building
Renovations
A contract was presented for approval regarding the terminal building renovations. The
contract is in the amount of $617,549 (State $117,549, Federal $475,000, and Local
$25,000). This contract does not include additional Bipartisan Infrastructure Law (BIL)
funds that are anticipated. An amendment is not guaranteed, but expected to include
the additional funding, which will be approximately 220 days from approval and
submission of the presented contract.
On April 11, 2023 City Council approved awarding the bid for the renovations to Stubbs
Construction in the amount of $943,943.50. Due to the extremely cumbersome
process of coordinating all of the funding with three different agencies, the 60-day bid
period for the project expired May 15, 2023; therefore, the cost has increased $27,943
causing the total construction cost to be $972,843.50. At this point, these additional
costs will be at the City’s expense. The City is already obligated to a $25,000 match;
therefore, total cost to the City is estimated at $52,943.
Staff requests approval of the contract, approval of the cost increase for the bid award,
recognition that the BIL money is still not obligated and the City could be responsible,
and recognition of the 220-day time frame.
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Art Gernt, that to approve grant contract and additional cost increases.

b. Approval of temporary street closures-Copper Chick’s GOAT Soapery &
Makery LLC
A request has been received from Copper Chick’s to close East Stanley Street from
Main Street to Thurman Avenue and close Thurman Avenue from East Stanley Street
to East First Street. The request is for July 15, 2023 from 7 a.m.-4 p.m.
Copper Chick's received approval to have the same streets closed June 3, 2023 and it
caused issues blocking another business' loading dock; therefore, City Council
requested that they consider having the event on a Sunday.
This Permit was tabled.
c. Approval of temporary street closing for Pro Troop Rally on July 4
Debbie Towns has requested that Main Street in front of the Courthouse be closed on
Tuesday, July 4, from 10 a.m. to 1:00 p.m. for the annual Pro-Troop Rally.
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Art Gernt, to approve temporary street closing. The motion carried by
the following vote:

d. Approval of temporary street closing for Fourth of July Children’s Parade
The DAR is sponsoring the annual Fourth of July children’s Parade on Tuesday, July 4.
The parade lineup will begin at 9:30 a.m. at the Palace Theatre, ending at the
Crossville Depot. They request Main Street to be closed from 9:30 a.m. to 11:00 a.m.
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Scot Shanks, to approve temporary street closing. The motion carried
by the following vote:

Adjournment
A motion was made by Mayor Pro-tem Rob Harrison at 5:12 p.m., seconded by
Council Member Art Gernt, to adjourn the meeting. The motion carried by the
following vote:
