Public Comment Margie Buxbaum - Spoke in favor of the new animal shelter, but expressed concern about the proposed location next to the dog park and that people might dump their dogs in the dog park rather than leave them with the animal shelter. 3. Resolution authorizing submittal of a CDBG grant application for housing rehabilitation Last year, the City submitted an application for $500,000 for rehabilitation of low income owner-occupied housing. The area chosen was Wayne Ave., Darrell Ave., Diane St. The grant was one of 8 applications and the top 4 were funded. Our application was just short of the points for funding. It was recommended that it be resubmitted. A public meeting was held on Wednesday, December 14, 2016, to receive comments from the public regarding the proposed project. There were 3 people in attendance, all from the area who were qualified for receiving assistance. There is no local match for this grant. The maximum grant is $500,000 plus there may be an additional $25,000 bonus as a Three Star community. The City also has another $25,000 left over from a previous housing project that can be used. If successful, a lien will be placed against the homes chosen for rehabilitation. Every year, one-fifth of the lien is forgiven as long as they still own the homes. If they should sell the home before the five years is up, they would owe the remaining portion of the lien. If not, there will be no cost to them. To be eligible, the maximum household annual income is as follows: 1 person $26,000 2 persons $29,700 3 persons $33,400 4 persons $37,100 5 persons $40,100 6 persons $43,050 7 persons $46,050 8 persons $49,000 This Resolution was approved as recommended. k. Approval of disbursements for Three Star Grant The City of Crossville applied for the Three Star Grant on behalf of the Joint Economic Community Development Board and JECDB awarded the grant to City of Crossville Page 4 City Council Minutes January 10, 2017 Cumberland County Rising (CCR), an anti-drug coalition. CCR is requesting to receive $10,000 from the City and then let the City be reimbursed from the State of Tennessee. The grant is payable only when expenses have been incurred and, due to cash flow issues, CCR is unable to utilize the funds. The dispursal of funds was approved as recommended. l. Approval to renew contract with Municipal Services Bureau for collection services for Police Department Approval to renew contract with Municipal Services Bureau (formally Pioneer Credit Recovery) for collection services was recommended by the Police Department. The current contract is set to expire January 21, 2017. There is no cost for renewal. This Contract was approved as recommended. m. Approval to accept HIDTA Grant contract The Appalachia High Intensity Drug Trafficking Areas (HIDTA) Grant will be for $17,000, to be used to cover overtime costs for drug investigators. We have accepted and used this grant many years. There is no local match. This Contract was approved as recommended. 5. Bids/Purchases a. Generator Hwy. 127N Bids were received on December 8, 2016 for a generator for the Hwy 127N pump station. Six bids were received. The low bid of Jeff Woods Construction in the amount of $67,300 was recommended by the engineer for acceptance. (The bid tabulation is attached and made a part of these minutes.) Mixed Oxidant Cell The miox system at the water treatment plant needs a replacement mixed oxidant cell. The quote is $28,899 plus freight estimated at $230 from Specialized Operation Services. Marketing Report City of Crossville Page 5 City Council Minutes January 10, 2017 January Marketing Report Marketing and Public Relations Director Billy Loggins provided updates on the following: · Christmas Parade - DVDs are being distributed · Hiking Trails - Billy is videoing the trails to put them on the community channel and website · “ Bright Lights Little City” Project update - They are hoping to finish the documentary in late Spring to air in the Fall · Healthier TN - The group is anticipating a grant to assist in promoting their programs · Eat Real - working with restaurants to certify as an "eat real" eatery · Tennessee Senior Olympics - Crossville will host the regional games · Play TN - A website is up through the Tourism Commission The preview screening of the new PBS series "Victoria" was rescheduled to January 13 at noon at the Palace due to inclement weather. This Report was received and filed 7. Cumberland County/Chamber Report Brad Allamong reported that the Chamber is in the process of hiring a consultant for assistance in a targeted industrial study and workplace development. There has been some activity in industrial prospects. Kerry was approved for a PILOT for their expansion in the Mayland community. A new prospect is coming back for a second visit. The bowling tournament will be held every weekend in March, with approximately 200 participants each weekend. 8. Other Business a. Discussion and action on request for outside-City sewer Tommy Pelfrey owns property at 105 Deep Draw Road. He is planning on subdividing the property and requests that he be allowed to connect to City sewer at outside-City rates. The sewer line was extended recently to Homestead United Methodist Church and is nearby. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Danny Wyatt, that the request be granted to Mr. Pelfrey for connection to sewer at outside City rates, at his expense. Discussion and action on Maryetta Street property In preparation for a potential industrial project, property on Maryetta St. was studied for potential environmental issues. As part of it, Randall Kidwell did a bat study and informed the Council that they should proceed with removing the timber while no issues have been revealed. Tim Begley recommended taking bids on harvesting the timber on the 22 acres on Maryetta and 6 acres at the airport. Discussion and action on proposed new animal shelter Dr. Mark Hendrickson, representing FOCCAS (Focus on Cumberland County Animal Shelter), updated the Council at the work sesssion on their efforts to build a new animal shelter for the County. He requested 3-5 acres adjacent to the dog park. Council also discussed allowing for more time to plan and fund a new facility. Tim Begley is working to help identify property Those concerned about the motion spoke on concerns regarding the location, that it might be premature due to the difference in some of the commitments made by the County to FOCCAS and plans of the Cumberland County Animal Shelter, and another estimate of $500,000. It was pointed out that the motion would require $400,000 from FOCCUS and the City and County matches of $90,000 for a total of $580,000. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Pamala Harris, that FOCCUS be given six months to raise an additional $200,000 in cash, pledges, or like kind to include materials and labor and if they raise $400,000, matched by the $90,000 from the City and $90,000 from the County, an area of City property to contain an appropriate amount of acreage will be dedicated to the Cumberland County Animal Shelter. Ordinance amending the FY2016-17 budget for a special City Census At the December Council meeting, Council agreed to amend the budget for a special census. The cost of the special census in 2014 was approximately $30,000. Following the work session, staff checked with the Upper Cumberland Development District who must certify the results. The State requires notification by January 1 that the City is going to conduct a special census. The census must be completed by March 1 and submitted to UCDD. They did not know of any companies or individuals in the area that provide the services. All the ones in the Upper Cumberland have been using their Fire and Police Departments to do the ground work. Mr. Hill reported that there are approximately 350 new addresses. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Mayor James Mayberry, that the budget amendment ordinance be passed on second reading. Discussion and action on Savings Accounts City of Crossville Page 7 City Council Minutes January 10, 2017 A local bank, First Bank, has asked the city to deposit some of the extra money in the general fund in their bank. This bank would pay us the same interest rate that the city gets from the Local Government Investment Pool (LGIP). At this time, all of the city’s reserve moneys are held in LGIP. LGIP is easy to get and transfer at any time. The bank says they will be the same. The bank is a member of the Tennessee State Collateral Pool. This means that the bank will not have to put up additional collateral for any money we deposit over FDIC insurance. The bank’s position is that they can use the money to loan here locally and help the community. If approved, Mayor Pro-Tem Graham asked for quarterly reports on the use of the money. A motion was made by Mayor James Mayberry, seconded by Mayor Pro-tem J. H. Graham, that approval be given to deposit $1,500,000 at First Bank with a quarterly report on the use of the funds. The motion carried by the following vote: Aye: 5- Mayor James Mayberry, Council Member Pamala Harris, Council Member Danny Wyatt, Mayor Pro-tem J. H. Graham and Council Member Scot Shanks f. Discussion and action on City Manager selection process Councilmember Shanks ask that the process move forward now that the tally of the choices has been received. He recommended starting next week through video conferencing. Therer are 6 candidates that have at least 3 votes, which would be a good starting point. Another option was given to offer them to come in one-on-one, at their expense. Because of her work schedule, Councilmember Harris asked that the interviews be at noon or starting at 5:00. Discussion was held on being consistent during the first round to hold all by video conference to have a level playing field. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Scot Shanks, that the top 6 vote getters be scheduled for interviews, via video conference, within the next 2 weeks and the second round of interviews be held in Crossville. City Attorney's Report City Attorney’s Report City Attorney Ridley notified of the lawsuit of Rodney Shoap v City of Crossville and Jesse Kerley. TML has assigned counsel on the lawsuit. Dan Rader will be representing the City. This Report was received and filed 10. City Manager's Report City Manager's Report City of Crossville Page 8 City Council Minutes January 10, 2017 Interim City Manager Steve Hill gave the monthly revenue reports for local option sales tax, wholesale beer, and retail liquor inspection fees. He also gave reports on special projects and building permits. Mr. Hill informed the Council that a police car had been wrecked and needed to be replaced. A check in the amount of $30,794.11 has been received from TML. A replacement car needs to be purchased and will require a budget amendment. A motion was made by Mayor Pro-tem J. H. Graham, seconded by Council Member Scot Shanks, that the budget amendment be passed on first reading and the police car be replaced.
