Proposed budget and tax rate for FY2021-22 A public hearing is required to receive comments from the public regarding the FY21-22 budget and tax rate. Mayor James Mayberry was present and presiding. He called the public hearing to order at 5:30 p.m. He discussed the positive progress of the City over the last six years and the future wants/needs of the Council and community. Pamela J. Brown expressed that she disagrees with a property tax rate increase. She also stated there is a need for more information to be available to the public regarding meetings of the City Council. Tom Smith spoke against the proposed tax rate increased and asked if there is any assistance for senior citizens to pay property taxes. The program was briefly explained to him. He suggested a "goFundme" account to help Senior Citizens to pay their property taxes. Tom Isham spoke against taxes, in general. He stated there was only a 1.3% increase in social security income last year. Council member Harrison explained the indoor recreation center is not the only reason for a property tax increase. Other City services are going to have to be increased in the future to accommodate growth. He also stated that the indoor recreation facility plans are yet to be decided. This Public Hearing was received and filed. BEER BOARD - 5:45 p.m. The Crossville Beer Board met on June 8, 2021. Mayor Mayberry was present and presiding. He called the meeting to order at 5:45 p.m. Present: 5 - Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry a. Miller Mart Main Street Harsh Patel has applied for an off-premises beer permit for Miller Mart Main Street located at 638 South Main St. The application is necessary due to a change in ownership. Chief Brooks reported a clear-records report and recommended approval of the permit. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to approve off-premises permit. Chief Brooks reported a clear-records report and recommended approval of the permit. A motion was made by Council Member Art Gernt, seconded by Council Member Rob Harrison, to approve on-off premises beer permit. Approval of annexation and Plan of Services for 8.79 acres in The Gardens, Phase 9 A public hearing was held to receive comments from the public regarding proposed annexation for Phase 9 of The Gardens. Crossville Regional Planning Commission met May 20 and approved the Plan of Services and recommended approval of the annexation. There were not any public comments given. This Public Hearing was received and filed. REGULAR MEETING - 6:00 p.m. Call to Order The City Council for the City of Crossville met for its monthly meeting June 8, 2021 at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 6:00 p.m. Council Member Scot Shanks provided the invocation and the Young Marines presented the colors. Proclamations/Presentations a. Amateur Radio Field Days Mayor Mayberry presented a proclamation declaring June 26-27, 2021 at ARRL Field Day in Crossville, Tennessee. ARRL Field Day is the single most popular on-the-air event held annually in the U.S. and Canada. On the fourth weekend of June of each year, more than 35,000 radio amateur gather to operate from remote locations. This Proclamation was presented. 2. Public Comment Melissa Courtney and Nancy Mitchell addressed the Council regarding questions about Indoor Recreation Facility. Ms. Courtney stated there was a lot of misinformation in the community about the facility. Glenn Guffey addressed the Council to express his disagreement with the proposed property tax increase. Cheri Carson requested that a traffic light be installed at Sparta Hwy. and Holiday Drive and the speed limit be reduced further to 35 mph on Sparta Hwy, 40 mph is being recommended. She also stated that there is a need for increased enforcement of the speed limits throughout the City. City Manager Wood stated he would provide more information about property tax relief on the City's website and Facebook page. 3. Appointments-NONE 4. Chamber of Commerce Report Ethan Hadley, President & CEO of Crossville-Cumberland County Chamber, updated the Council about grand openings, Chamber events, and submission of RFIs to the State of Tennessee. The Chamber will celebrate its 60th anniversary on July 22 and a "Business After Hours" event will be held on that day at the Crossville Depot from 4:30-6:30 p.m. The Visitor's Center has increasingly had more visitors and almost back to the same level prior to the COVID-19 pandemic. Consent Agenda Approval of the Consent Agenda A motion was made by Council Member Scot Shanks , seconded by Council Member Art Gernt, to approve the Consent Agenda, excluding A, L. as the items have been discussed at length at the work session held recently. Approval of minutes (5/11, 5/18, 05/27) A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Art Gernt, to approve the minutes with an amendment to the 05/27/2021 minutes to reflect authorizing the Mayor to sign contract for recent land purchase for the proposed indoor recreation facility. Ordinance amending FY20-21 Budget Economic Development Hotel Occupancy Tax The Finance Director requests a budget amendment for the fiber work completed on Tennessee Avenue. This Ordinance was adopted on third reading. c. Ordinance approving FY21-22 Budget and Tax Rate This Ordinance was adopted on third reading. Ordinances on Second Reading d. Ordinance amending FY 20-21 Budget Indoor Recreation Facility Property An amendment in the amount of $594,000 is necessary for the property acquisition for the Indoor Recreation Facility. This Ordinance was approved on second reading. City of Crossville Page 4 City Council Minutes June 8, 2021 Ordinances on First Reading e. Ordinance amending Title 7 &12, Building, Fire, Utility, etc. Codes The Codes Department requests revisions to Titles 7 & 12 of the Crossville Municipal Code, which would change the International Building Code from 2012 to 2018. This would also result in an increase in fees. This Ordinance was approved on first reading. f. Ordinance Amending FY 20-21 Budget End of Year Adjustments The budget must be equal to or be greater than the actual expenditures at the end of the year. These amendments are to bring the budget up to the actual expenditures in these departments. This Ordinance was approved on first reading. Additional Consent Items g. Approval of annexation and Plan of Services for 8.79 acres in The Gardens, Phase 9 Tim Wilson has requested 8.79 acres in The Gardens be annexed into the City. Crossville Regional Planning Commission met May 20 and approved the Plan of Services and recommended approval of the annexation. This Resolution was approved as recommended. h. Approval of Temporary Closure of East Second Street The architect representing Cumberland County has requested that East Second Street be closed for 10 months for the demolition and reconstruction of a portion of the Archives Building. The parking, shown in green, would be closed for 14 months which is the duration of the project. The City will receive new sidewalk and curb and gutter in the area of the parking and the Contractor will be responsible for signage and safety fence. The City Manager and the Director of Engineering recommend the approval of the closure. This Resolution was approved as recommended. i. Approval to lower speed limit on Sparta Highway (SR 1, US 70) The Director of Engineering recommends lowering the speed limit from 45 to 40 mph on Sparta Highway (SR 1, US 70) from Kroger to Tennessee Avenue, Northside Drive SR 462. City staff performed a traffic count at the Holiday Drive and Sparta Hwy US 70 SR 1 intersection and requested a signal warrant analysis. The results indicated there were not enough warrants to support a traffic signal; therefore, the City engineer recommended a decrease in the speed limit. This Resolution was approved as recommended. City of Crossville Page 5 City Council Minutes June 8, 2021 j. Approval to extend temporary street closure The Crossville Cruisers have requested that their previously approved request be amended. There were over 215 cars at the May Cruise-In and the Club feels that this will continue throughout the year. They have requested that the streets be blocked off from Lantana Road to Fifth Street, only blocking the streets at Main St. to allow the side streets to be open for downtown business parking, with the exception of East Fourth Street and they request it be blocked at Thurman Ave. This Permit was approved as recommended. k. Submittal of Report of Debt Obligation for Catoosa Water Tank (Form CT-0253) The loan closing on the debt with USDA-Rural Development was held on May 20. The CT-0253 was presented, which is the form that is required to be submitted to Council and the Comptroller's office on the debt obligation. This Resolution was approved as recommended. l. Approval of Debt Policy The City's Debt Policy needs to be reviewed and accepted each year. A motion was made by Council Member Rob Harrison, seconded by Council Member Scot Shanks, to defer approval of the debt policy until next month's meeting. Approval of temporary street closing for Fourth of July Children’s Parade The DAR is sponsoring the annual Fourth of July children’s Parade on Saturday, July 3. The parade lineup will begin at 10:00 a.m. at the Palace Theatre, ending at the Depot. They request Main Street to be closed from 10 a.m. to 12:00 p.m. This Permit was approved as recommended. n. Approval of Catoosa Plateau Road Elevated Water Tank Change Order Approval of a change order is requested to remove the lighting allowance, altitude valve and piping along the roadway at a total deduct amount $70,000.00. The roadway piping will be included in the 127 North TDOT project and the other items are not needed. This Contract was approved as recommended. o. Approval of Resolution for Non-profit Donations FY2021-22 A resolution was presented to be adopted that specifies the donations included in the budget for FY2021-22 to non-profit organizations. This Resolution was approved. City of Crossville Page 6 City Council Minutes June 8, 2021 Bids/Purchases p. Approval to accept proposal to update City website The City’s current site is not up-to-date in mobile capabilities. The IT Department requests approval to accept proposal from The Perspective Website Design Group in the amount of $5,000 to update the website. This Purchase was approved as recommended. q. Grinder Pumps FY21-22 The bids submitted by Fields Engineering for Liberty grinder pumps and by Water and Waste Equipment for Hydromatic grinder pumps are recommended for acceptance for fiscal year 21-22. This Bid was approved as recommended. r. Publications FY21-22 and 22-23 One bid was received for Publications. This is a two-year contract, and the City Clerk recommends awarding the price contract to the sole bidder Crossville Chronicle. This Bid was approved as recommended. s. Municipal Courtroom Furniture Bids were received for replacing the furniture in the municipal courtroom. Chief Jessie Brooks reviewed the bids and recommends awarding the bid to A&W Supply because they bid to exact specifications. This Bid was approved as recommended. t. Approval of bid award for Interstate Drive Tank Recoating Project The Engineer of record recommends award of the contract to the 2nd low bidder, G & L Tank Sandblasting & Coatings, at an amount of $451,500.00. The Director of Engineering agrees with the recommendation. This Bid was approved as recommended. u. Fire Extinguisher Service Fire Chief Chris South reviewed proposals for fire extinguisher service and recommends accepting the proposal from Rapid Fire Equipment, Inc. This Bid was approved as recommended. 6. Other Business a. Discussion and action on Agreement with Kidwell & Company, Inc. for Municipal Advisor Services City of Crossville Page 7 City Council Minutes June 8, 2021 A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to renew contract with Kidwell & Associates, reducing the term from 5-3 years. City Attorney's Report a. City Attorney’s Report-June 2021 City Attorney Will Ridley reported that no new lawsuits have been filed within the past month This Report was received and filed. 8. City Manager's Report a. City Manager's Report June 2021 City Manager Greg Wood gave the monthly reports for sales tax, wholesale beer, retail liquor, and hotel occupancy tax. He also presented reports on monthly police and fire statistics, building permits, special projects, bonded debt, and grants. This Report was received and filed.
