Harrison Council Member Scot Shanks Council Member Art Gernt City Manager Greg Wood City Clerk Valerie Hale City Council Minutes October 12, 2021 BEER BOARD - 5:45 p.m. The Crossville Beer Board met on Tuesday, October 12, 2021. Mayor James Mayberry was present and presiding. He called the meeting to order at 5:46 p.m. Present: 5 - Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 1. Vapors Choice An application has been received from Vincent B. Walton for an on and off-premises beer permit for Vapors Choice. This business is located at 151 Elmore Road, Suite 101. Chief Jessie Brooks reported a clear-records report and recommended approval of the permit. A motion was made by Council Member Art Gernt, seconded by Council Member Rob Harrison, to approve on-off premises beer license. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry The Beer Board adjourned at 5:47 p.m. PUBLIC HEARING - 5:50 p.m. 1. Annexation Progress Report A public hearing is required to provide an update on the annexation and plan of services for Tax Map 126, Parcels 23.00 & 23.01 off of Lantana Road. All services have been provided as requested by the owner/developer. There were not any comments received from the public. This Public Hearing was received and filed. REGULAR MEETING - 6:00 p.m. Call to Order The Crossville City Council met for its monthly session on Tuesday, October 12, 2021 at Crossville City Hall. Mayor James Mayberry was present and presiding. He called the meeting to order at 6:00 p.m. Willard Dale, Cumberland View Baptist Church, provided the invocation and the Young Marines presented the colors. Crawford and Mayor James Mayberry Others present were City Clerk Valerie Hale, Assistant City Clerk Malena Fisher, Jessie Brooks, Kevin Music, Tom Shallcross, Jim Grogetsky, Ann Grogetsky, Mike Ferry, Burt Allaire, Joe Kerley, Jessica Frantz, Chrislee Frantz, Ivan Frantz, Michael Durnwald, Levonn Hubbard, Carolyn Jozwiak, Ethan Hadley, Fred Houston, Sharon Shallcross, Steve Prudhomme, Lee Lawson, friends and family of the Young Marines, and Benjamin Armstrong. 1. Proclamations/Presentations a. Presentations/Proclamations - October 2021 Chrislee Frantz was recognized as the Community of Character Student of the Month for October's characteristic, Responsibility. Mayor James Mayberry presented a proclamation for Chiropractic Awareness Month to Dr. R.J. Crawford. Mayor James Mayberry recognized the Crossville Model Railroad Club and presented a proclamation designating November as Crossville Model Railroad Club Month. He commended the group and gave positive remarks regarding the club's display at Vanity Fair Mall. These Presentations were announced. 2. Public Comment A spouse of one of the Crossville Model Railroad Club members spoke up to recognize the club and to emphasize that all of the club members are volunteers. 3. Appointments-NONE 4. Chamber of Commerce Report Ethan Hadley, CEO of the Crossville-Cumberland County Chamber of Commerce reported that an event was recently held to celebrate the Chamber's 60th anniversary annual membership meeting at Oaklawn Farms, which featured a speech from Whisper Aero owner, Mark Moore. Mr. Hadley also reported the inaugural, sanctioned disc golf tournament was held recently at Meadow Park Lake. There were 88 players from 38 locations and 7 states. City of Crossville Page 2 City Council Minutes October 12, 2021 Mr. Hadley stated that the Chamber is inviting all downtown business owners to a meeting October 25 at 8 a.m. to discuss promotional ideas specific to downtown businesses. This report was received. 5. Consent Agenda A motion was made by Council Member Scot Shanks, seconded by Council Member Rob Harrison, to approve Consent Agenda Items 5 A-P as recommended by City staff and since all of the items were discussed at the monthly work session, which is open to the public. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry a. Approval of minutes (09/14,09/23) The Minutes were approved. Ordinances on Third Reading c. Ordinance amending Title 14, Chapter 7, Section 2 of the Crossville Municipal Code The Tree Board requests that the Trees and Woody Vegetation administration language be amended to allow any Tree Board members to reside outside of the City limits. The Board struggles to find qualified candidates to serve and feels that by changing the residency requirement, they will have more candidates for the committee. This Ordinance was adopted on third reading. d. Ordinance amending FY 21-22 Budget-Bojangle’s A budget amendment is necessary for the storm sewer repair being completed at Bojangle’s Restaurant at 2791 North Main Street as approved by City Council. This Ordinance was adopted on third reading. e. Ordinance amending FY21-22 budget Little Obed Pump Station Inline Grinder Veolia has continued to have problems with the Little Obed sewer pumps for the past three years. During the past four years, the City has spent and is in the process of spending $66,156 for repairs because of clogging and solids creating an unbalanced pump which eventually breaks the pump. This amount does not include hoist repair of approximately $10,000. This has become an unending maintenance cycle of pump repair. City and Veolia staff have met several times with GRW to discuss solutions to this problem. The final and best solution has been determined to be installing an additional structure with an inline grinder. GRW has contacted other utilities that have installed this type of grinder and it has solved their issues with the solids. A proposal from GRW was presented for the Engineering of an inline grinder for this City of Crossville Page 3 City Council Minutes October 12, 2021 pump station in a lump sum amount of $32,000. Staff recommends the approval of the project and proposal. A budget amendment is necessary. This Ordinance was adopted on third reading. Ordinances on First Reading f. Ordinance amending FY21-22 budget-Meadow Park Lake Plant Master Meter Installation A budget amendment is necessary to complete the work at Meadow Park Lake Water Treatment Plant to replace the master meters. This Ordinance was approved on first reading. Additional Consent Items g. Approval of temporary street closure for Veterans’ Day Parade The Cumberland County/Crossville Veterans’ Parade Committee requests temporary street closure for its parade on Saturday, November 6 starting at 10 a.m. They request that the parade route begin at CCHS and end at Main Street Church of Christ. This Permit was approved. h. Approval of temporary road closures for Veterans’ Day The Veterans’ Service Office is requesting a temporary road closure on Thursday, November 11, 2021 from 9:30 a.m. to 1:00 p.m. to provide handicap parking around Memorial Park for the Veterans’ Day ceremony. The Office requests to block: Rector Ave. at Division St. Rector Ave. at E. Fourth St. (NW Side) E. Fourth St. at Rector Ave. (SW Side) Fourth St. at Main St. This Permit was approved. i. Approval of temporary street closings (Main Street from North St. to E. First St.) for Boo on Main Chamber of Commerce, DCI, and Cahoots General Store are sponsoring Boo On Main. They requested a temporary street closing for Main Street from North Street to E. First St. from 4:00 p.m. to 9:00 p.m. on October 30; however, Chief Brooks has recommended that Main Street be closed from Neecham St. to Lantana Rd. This Permit was approved to close Main St. from Neecham St. to Lantana Rd. j. Approval of renewal of lease of the Snodgrass Building The lease of the Snodgrass Building expires on 10/31/21. DCI requests a renewal of the lease. This Contract was approved. City of Crossville Page 4 City Council Minutes October 12, 2021 k. Approval of 2022 Alcohol Enforcement Grant contract The City and its Police Department have been awarded an Alcohol Enforcement Grant in the amount of $20,000 by the Tennessee Department of Safety. This money will be used for overtime and programs related to driving under the influence. There is no local match required. This Contract was approved. l. Approval of CDBG 2020 Sewer Rehab Project Change Order A change order was presented with a decrease in contract price of $2,425. The adjustment was necessary due to quantities based on the work remaining. The Director of Engineering recommends the approval of the change order. This Contract was approved. m. Approval of grant contract for engineering services for the replacement of the airport Precision Approach Path Indicator (PAPI) The current PAPI lights have required much maintenance during the past couple of years and have been placed out of service for several months due to the mounting of the cabinets. The City Council approved application for a grant for engineering services to replace the lights. The City Clerk requests approval of the grant contract in the amount of $36,700. The City is responsible for 5%, State 5%, and Federal funds will cover the remaining 90%. This Contract was approved. Bids/Purchases n. Approval to purchase LED light kit for Interstate Drive Water Storage Tank Bids were received for an LED light kit and wiring harness for the Interstate Drive Water Storage Tank. One bid was received in the amount of $7,831.54 from Hughey & Phillips. Staff recommends acceptance of the bid. This Bids/Purchases was approved. o. Approval of Holiday Hills Water Plant Sludge Pump Repairs The Holiday Hills Water Plant is in need of sludge pump repairs. Staff received a quote in the amount of $6,293.36 and requests approval to make the necessary repairs. This Bids/Purchases was approved. p. Approval to purchase Pedestrian Hybrid Signal-Martin Elementary Bids were received September 21, 2021 for the crosswalk equipment for Martin Elementary. One bid was received in the amount of $79,760 from Stansell Electric. Staff recommends acceptance of the bid. City of Crossville Page 5 City Council Minutes October 12, 2021 This Bids/Purchases was approved. 6. Other Business a. Discussion regarding downtown parking A motion was made by Mayor Pro-tem R.J. Crawford, seconded by Council Member Scot Shanks, to table this item until the November work session. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry b. Discussion and action regarding speed limit in Crossroad Villages Subdivision A motion was made by Mayor James Mayberry, seconded by Council Member Rob Harrison, to reduce the speed limit in Crossroad Villages (Farmington Ln., Premier Dr. and Patrick Dr.) to 25 mph. The motion carried by the following vote: Aye: 5- Council Member Scot Shanks, Council Member Rob Harrison, Council Member Art Gernt, Mayor Pro-tem R.J. Crawford and Mayor James Mayberry 7. City Attorney's Report a. City Attorney’s Report-October 2021 City Attorney was absent. This Report was deferred. 8. City Manager's Report a. City Manager's Report - October 2021 City Manager Greg Wood was not present; however, Mayor Mayberry reviewed the monthly revenue reports. This Report was received and filed.
