PUBLIC HEARING - 5:30 p.m.
Present: 4 - Council Member Art Gernt, Council Member Scot Shanks, Council
Member Mike Turner and Mayor Pro-tem Rob Harrison
Absent: 1 - Mayor R.J. Crawford
Others present were City Manager Greg Wood, City Attorney Randy York, City Clerk
Valerie Hale, Jessie Brooks, Heather Mullinix, Anden Stegner, and Fred Houston.
A public hearing was held to receive comments regarding the FY23-24 tax rate and
budget for the City of Crossville. There were not any comments received and the
public hearing was adjourned at 5:31 p.m.
BEER BOARD - 5:45 p.m.
The Crossville Beer Board met Tuesday, June 13, 2023 at Crossville City Hall to
consider an application from Short Stop Market. Mayor Pro Tem Rob Harrison
presided and called the meeting to order at 5:45 p.m.

Member Mike Turner and Mayor Pro-tem Rob Harrison
Absent: 1 - Mayor R.J. Crawford
1. Short Stop
An application has been received from Hareshkumar Patel for an off-premises beer
permit for Short Stop. This business is located at 426 Old Lantana Road.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve off-premises beer permit. The motion carried by
the following vote:
Aye: 4- Council Member Art Gernt, Council Member Scot Shanks, Council
Member Mike Turner and Mayor Pro-tem Rob Harrison
Absent: 1- Mayor R.J. Crawford
Mayor Pro Tem Harrison adjourned the meeting at 5:46 p.m.
REGULAR MEETING - 6:00 p.m.
Call to Order
The Crossville City Council met for its monthly meeting on Tuesday, June 13, 2023 at
Crossville City Hall. Mayor Pro Tem Rob Harrison presided and called the meeting to
order at 6:00 p.m. The invocation was led by Council Member Scot Shanks. The
Young Marines presented the colors and led the Pledge of Allegiance.

1. Proclamations/Presentations
a. Proclamation June 2023
Mayor Pro Tem Harrison presented a proclamation to James Orleff regarding
Amateur Radio Field Days June 24th and 25th, 2023.
This Proclamation was presented.
2. Public Comment
There were not any comments received.
3. Appointments
a. CCCSEC (Sports Council)
CCCSEC recommends appointing Nick Davis to replace Jim Goodrich (deceased) on
the Sports Council. The term will expire 12/31/2025.
A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council
Member Art Gernt, to appoint Nick Davis to the CCCSEC/Sports Council. The
motion carried by the following vote:

4. Chamber of Commerce Report
Ethan Hadley, President/CEO Crossville-Cumberland County Chamber of
Commerce, reported on the monthly activities of the Chamber. He announced July 6
as the next Business After Hours at One Bank. He also made a statement
encouraging businesses to join the Chamber of Commerce.

5. Consent Agenda
Approval of the Consent Agenda
Council Member Art Gernt noted that the items presented on the Consent Agenda
were discussed at the recent work session and recommended for approval by City
Staff. He also noted that all of the work sessions are open to the public as the regular
monthly meetings are.
A motion was made by Council Member Art Gernt , seconded by Council
Member Scot Shanks, to approve the Consent Agenda Items 5A-R. The motion
carried by the following vote:

Ordinances on Third Reading
a. Ordinance amending FY22-23 budget-End of Year Adjustments
A budget amendment is necessary for the end of year adjustments.
This Ordinance was adopted on third reading
Additional Consent Items
b. Minutes (05/09, 06/06)
The Minutes were approved as recommended.
c. Approval to accept Juniper Lane and The Gardens RV Drive as City
Streets
On May 18, 2023, the Crossville Regional Planning Commission voted to recommend
for approval the acceptance of Juniper Lane and The Gardens RV Drive as City
Streets. Both streets are located within The Gardens RV Community. The streets
have been inspected and approved by the City Street Department.
This Resolution was approved as recommended.
d. Approval of temporary street closing for CCHS Homecoming Parade
CCHS staff requests approval of a temporary street closure for its Homecoming
Parade. Their request is for Thursday, September 7, 2023 with an alternate date of
September 8, 2023 in case of inclement weather. They request the closure begin at
1:30 p.m. and end as soon as the parade concludes.
This Permit was approved as recommended.

e. Approval of High Mast Pole & Light Project Change Order
A final closeout change order 2 was presented for the High Mast Pole & Light at Exit
322- Interstate 40 project. The change order adds 75 days to the project, no monies
and relieves the contractor of liquidated damages. The delay in the installation of the
second pole was caused by material deliveries, weather conditions dealing with a
crane and crane scheduling.
The Director of Engineering recommends the approval of the approval of the change
order.
This Contract was approved as recommended.
f. Approval of final change order for removal, repair, and installation of
transfer pumps at Meadow Park Lake Water Treatment Plant
This project has been completed and a final change order with John Bouchard &
Sons was presented, which includes a time extension and an increase in contract
amount of $11,990.00.
The time extension should be approved because of the timing of receiving parts and
the City also held the contractor up on three occasions. The increase in the
contracted amount is because the original pumps were installed before the roof was
installed on the building and the contractor had to cut the pump columns and the
drive shafts into two pieces for removal. The Contractor also had to install flanges in
pump column and couplings in the pump drive shafts in order to reinstall the pumps.
This was additional work that was not known and or anticipated when the project was
bid.
The Director of Engineering recommends the approval of the change order.
This Contract was approved as recommended.
g. Approval of grant application to the Department of Justice for grant
money to purchase police vests
The Department of Justice provides a grant program to pay 50% of costs for the
purchase of vests for the police officers.
This Contract was approved as recommended.

h. Approval to award bid for Positive Displacement Combination Sewer
Cleaning Truck
On May 23, 2023 four bids were received for the Positive Displacement Combination
Sewer Cleaning Truck. Staff recommends the low bid by Jet Vac in the amount of
$464,670.44. The purchase was included in the FY22-23 budget.
This Bids/Purchases was approved as recommended.

6. Other Business
a. Ordinance approving FY23-24 Tax Rate
Approval of the FY23-24 tax rate is requested. The current tax rate is .6059.
A motion was made by Council Member Art Gernt, seconded by Council
Member Mike Turner, to approve FY23-24 tax rate (0.6059). The motion carried
by the following vote:

c. Discussion and action regarding temporary street closure-Copper
Chick’s GOAT Soapery & Makery LLC
A request has been received from Copper Chick’s to close Thurman Avenue from
East Stanley Street to East First Street. The request is for July 15, 2023 from 5:00
p.m.-10:00 p.m.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to approve temporary street closure. The motion carried by
the following vote:

d. Discussion and action regarding contract extension for 153 Livingston
Road/McGinnis Tile
Tracy McGinnis is requesting a one-month extension to the lease agreement for the
building at 153 Livingston Rd., which is located on the property recently purchased by
the City for the proposed Indoor Recreation Facility.
A motion was made by Council Member Scot Shanks, seconded by Council
Member Art Gernt, to extend the lease agreement through August 31, 2023. The
motion carried by the following vote:

7. City Attorney's Report
a. City Attorney’s Report
City Attorney Randy York reported one lawsuit filed regarding an open records
request. (Steve Threet v. City of Crossville, Tennessee)

8. City Manager's Report
a. City Manager's Report
City Manager Greg Wood gave the monthly revenue reports for sales tax, wholesale
beer tax, liquor inspection fees, and hotel occupancy tax. He also gave the monthly
police & fire, water loss, utility maintenance, building permit, airport, and engineering
project reports.
Mr. Wood announced that Scott Van Ruden was nominated by CCHS students and
received the "SRO of the Year" award by the State SRO Association.
He also provided an updated on the Interchange Drive culvert project. He thanked
and recognized employees and departments: City Engineer Tim Begley, Street
Department, and Utility Maintenance Department for their efforts that went well into
the weekend to complete the project.
