Crawford 1. United Fund of Cumberland County 2024 An application for a Solicitation Permit has been filed by the United Fund of Cumberland County. They are beginning their fundraising campaign to assist 30+ different 501(c)3 organizations in the community. A motion was made by Council Member Art Gernt, seconded by Mayor Pro-tem Rob Harrison, to approve the permit for 2024. The motion carried by the following vote: Aye: 5- Council Member Art Gernt, Council Member Scot Shanks, Council Member Mike Turner, Mayor Pro-tem Rob Harrison and Mayor R.J. Crawford REGULAR MEETING - 6:00 p.m. Call to Order The Crossville City Council met for its monthly meeting on Tuesday, January 9, 2024 at Crossville City Hall. Mayor R.J. Crawford was present and presiding. He called the meeting to order promptly at 6:00 p.m. The invocation was provided by Pastor Andrew J. Abraham. The Young Marines provided the Colors and led the Pledge of Allegiance. Roll Call Present: 5 - Council Member Art Gernt, Council Member Scot Shanks, Council Member Mike Turner, Mayor Pro-tem Rob Harrison and Mayor R.J. Crawford Others present were City Attorney Randy York, City Manager Greg Wood, City Clerk Valerie Hale, Tim Begley, Lee Lawson, Fred Houston, Jessie Brooks, Scott Humphrey, Bryan Srock, Chris South, Bob Ross, Victor Torasso, Sophie Helton, Kaleb Menzel, Thomas Smith, Jacob DeRossett, Matthew Bond, Hunter Garrett, Pastor Andrew Abraham, and Friends/Family of the Student of the Month and the Young Marines. 1. Proclamations/Presentations a. Proclamation and Presentation - January 2024 Mayor Crawford presented Sophie Dunaway with the Student of the Month award for the January character trait, honesty. Councilman Mike Turner presented Chief South with a proclamation declaring January as Fire Fighter Cancer Awareness month. These Presentations were received and filed. Lake Commission The term of Lake Commissioner George Marlow expires January 31, 2024. The Lake Commission requests the re-appointment of George Marlow and he has agreed to serve. George Marlow was re- appointed. 4. Chamber of Commerce Report No report given. 5. Consent Agenda Approval of the Consent Agenda Council member Gernt noted that the items on the Consent Agenda were discussed at the work session held the week before and recommended by the City Manager and staff. A motion was made by Council Member Art Gernt, seconded by Mayor Pro-tem Rob Harrison, to approve the Consent Agenda Items 5 A-G. The motion carried by the following vote: Aye: 5- Council Member Art Gernt, Council Member Scot Shanks, Council Member Mike Turner, Mayor Pro-tem Rob Harrison and Mayor R.J. Crawford a. Approval of minutes (12/12 and 1/4) The Minutes were approved as recommended. Ordinances on Third Reading b. Ordinance amending FY23-24 Budget Veolia Equipment This Ordinance was adopted on third reading. c. Ordinance amending FY23-24 budget-VCIF grant to purchase police rifles This Ordinance was adopted on third reading. Approval of Waterline Extension on Highway 127 North The City of Crossville is proposing a two-inch water main extension along the Right-of-Way of US Highway 127 North and the North Main Street Access Road for approximately 405 feet. Several years ago, a two-inch water line serviced the properties along Highway 127 North from Old Jamestown Highway. The line was abandoned by the City and was replaced as a private service line for Tax Map 87 parcel 050.03. In lieu of replacing the private cross-country line with a public line, the best option would be to extend a two-inch line down the Right-of-Way of North Main Access Road and Highway 127 North to service both properties from the front. This Resolution was approved as recommended. e. Approval of grant application for Urban Forester The City Manager requests permission to apply for the Urban and Forestry Assistance Grant. The City falls within the eligible area. Funds would be used for potentially hiring an urban forester (either on contract or temporary employee) to train Recreation and Maintenance staff in proper care and pruning of trees, establish tree plan for Garrison Park, and work on an elimination and replacement plan for Bradford Pears throughout the City. This Resolution was approved as recommended. f. Approval of temporary street closings for Crossville Cruisers The Crossville Cruisers have submitted applications for cruise-ins April through July 2024. They request the closures on the 4th Saturday from April to July from 12:00 to 4:00 p.m. They request the same approved route for 2023. This Permit was approved as recommended. Bids/Purchases g. Approval to repair Variable Frequency Drive (VFD) for Holiday Hills Water Treatment Plant Staff requests retroactive approval to repair VFD unit at Holiday Hills Water Treatment Plant. Repairs were estimated lower than the invoice and total project exceeded the $25,000 threshold. This Bids/Purchases was approved as recommended. 6. Other Business a. Discussion and action on sale of Wyatt Court Property The City Council approved an offer in 2020 in the amount of $210,000 for ±21.8 usable acres for a total acreage of ±25.0 acres on Wyatt Court. The transaction to sell the property never occurred. Bryan Srock is interested in purchasing 6.4 useable acres of the property and offered $10,500/acre. City of Crossville Page 3 City Council Minutes January 9, 2024 A motion was made by Mayor Pro-tem Rob Harrison, seconded by Council Member Art Gernt, to rescind previous action regarding the offer from Forbus Investments in 2020. The motion carried by the following vote: Aye: 5- Council Member Art Gernt, Council Member Scot Shanks, Council Member Mike Turner, Mayor Pro-tem Rob Harrison and Mayor R.J. Crawford There was a discussion about conducting an appraisal and survey. Once these items have been completed, a final offer will come back to City Council for approval to sell and starting the 30 day advertisement period. 7. City Attorney's Report a. City Attorney’s Report City Attorney Randy York did not have any new information to report to the City Council. 8. City Manager's Report a. City Manager's Report City Manager Greg Wood provided the monthly revenue reports on sales tax, wholesale beer tax, liquor inspection fees, and hotel occupancy tax. Mr. Wood also provided the monthly activity reports from the police and fire departments, building permits, and construction projects as well as water loss and the FBO report. ADJOURNMENT At 6:27 p.m., a motion was made by Council Member Scot Shanks, seconded by Council Member Art Gernt, that the meeting be adjourned. The motion carried by an unanimous vote.
