1. Public Hearing - Annexations
A Public Hearing is required regarding the annexations for Tax Map and Parcels 087
044.03 and 044.01 (Woodlawn Rd.) and Tax Map and Parcel 099 025.00 (Sparta
Hwy/Northside Dr.).
A review of the Plan of Services is required every 6 months after annexation until the
Plan of Services has been fulfilled. It has been 6 months since the annexation of Tax
Map and Parcel 099 14.01 (Marlow property on Northside Dr.). The waterline has not
been completed. Another review will occur in 6 months.
Mayor Crawford asked the public to come forward if they had any comments regarding
the annexations mentioned.
Seeing no comments, Mayor Crawford adjourned the meeting.

Call to Order
The Crossville City Council met for its monthly meeting on Tuesday, November 12,
2024 at Crossville City Hall. Mayor Crawford was present and presiding. He called the
meeting to order at 6 p.m. Mayor Crawford thanked the City of Crossville and everyone
participating in Pink Out Day in October. He also reminded the public that the Palace
will be having holiday themed movies starting tonight.
Tim Chesson, Faith Worship Center, provided the invocation and the Young Marines
presented the Colors and led the Pledge of Allegiance.

Rylee Brooks was presented November's Student of the Month award for Manners.
Ethan Hadley, President/CEO of Crossville-Cumberland County Chamber of
Commerce, received a proclamation proclaiming November 30th, 2024 as Small
Business Saturday.
The Proclamations were presented.

There were no comments made.
3. Appointments
a. Cumberland Plateau Water Authority
This item was deferred to the following month.
4. Chamber of Commerce Report
Ethan Hadley, President/CEO of Crossville-Cumberland County Chamber of
Commerce, provided the City Council with a report on the Chamber's calendar of
events. Mr. Hadley thanked Council members Harrison and Shanks for their service
and leadership within the community.
This Report was received and filed.
5. Consent Agenda
A motion was made by Council Member Art Gernt, seconded by Mayor Pro-tem
Rob Harrison, to approve Consent Agenda Items 5 A-R. The motion carried by
the following vote:

Ordinances on Third Reading
a. Ordinance amending FY 24-25 Budget - Mechanical Screens
A budget amendment in the amount of $1,273,900 is necessary for the sewer system
improvements for mechanical screens. The project was estimated at half the cost of
bids received. This item was not budgeted in the FY 24-25 budget.
This Ordinance was adopted on third reading.

b. Ordinance amending §15-302 - Deerfield Rd Speed Limit

An Ordinance to amend Title 15, Chapter 3, Section 2 of the Crossville Municipal
Code pertaining to speed limits. That Title 15, Chapter 3, Section 2, Subsection T be
added as follows: (T) The maximum rate of speed shall be 25 miles per hour on
Deerfield Road.
This Ordinance was approved on second reading.

c. Ordinance amending FY 24-25 budget
Several amendments are needed to the FY 24-25 budget.
This Ordinance was approved on first reading.

d. Approval of minutes (10/8 Council meeting, 10/22 Special Call, 11/5
Work Session)
This Minutes were approved as recommended.
e. Approval to accept Donnelly Place as a City Street
The Planning Commission approved a final plat for Genesis Plaza Phase II at their
October 17, 2024 meeting. The road within Genesis Plaza Phase II is now complete.
Planning Commission recommends to the City Council to accept Donnelly Place as a
City street with a speed limit of 20 mph.
This Resolution was approved as recommended.
f. Approval of Woodlawn Road Annexation Request
The property owner of Tax Map 087 parcels 044.03 and 044.01, located off Woodlawn
Road has requested annexation into the City of Crossville. It is approximately 4.87
acres.
After a discussion with City Staff, it was decided to not include the portion of
Woodlawn Road at this time. There are several portions of Woodlawn Road that
alternate from inside city to outside city. Staff does not want to increase any
confusion. If/when any more parcels request annexation along Woodlawn Road, then a
closer look will be taken to see if the City could annex a larger portion of the road to
help eliminate the confusion.
The Crossville Regional Planning Commission approved the recommended Plan of
Services and recommended for the annexation of this parcel of land.
This Resolution was approved as recommended.
g. Approval of Northside Drive and Highway 70 West Annexation Request
The property owner of Tax Map 099 parcel 025.00 has requested annexation into the
City of Crossville. The area is approximately 0.84 acres. The portion of Highway 70

West, in which the property fronts, is already in the City limits. After a discussion with
City Staff, it was decided to not include the portion of Northside Drive, since it would
leave a section outside City.
The Planning Commission approved the Plan of Service and recommended approval of
this annexation at their October 17th meeting.
This Resolution was approved as recommended.
h. Approval to sale the surveyed portion of property on Iris Lane
Sandeepkumar (Sam) Patel has requested to purchase a small portion of the Webb
Avenue property that also fronts on Iris Lane. He purchased property at 344 Genesis
Road and would like an entrance on Iris Lane. The City of Crossville currently owns the
property that would allow for this entrance. This would also allow the property lines to
be squared off. He wishes to purchase 2,000 square feet in the amount of $3,335, and
has offered to pay the surveying and closing costs.
The survey has been complete. Authorization of the 30-day advertising period was
approved since Council accepted the offer.

i. Approval of weather camera
Cumberland County Emergency Management Agency Manager Travis Cole has
requested to place a weather camera on the City’s water tanks in the Catoosa water
district. They are requesting to put cameras on the Highway 127 North/Plateau Road
water tank and the Highway 70 North/Dripping Springs Road water tank. Approval
allows City Attorney Randy York to draft an agreement between the City and
Cumberland County EMA for the Mayor to sign.

j. Approval to lease the landfill property
Crossville Shooting Sports Park and Geoff Pare have requested to lease the 23 acres
of land for 5 years as you enter the shooting sports park to be able to hold larger
events.
City Council authorized issuing a public notice, for the City Attorney to negotiate
terms, and the Mayor to sign the contract drafted by the City Attorney.
This Resolution was approved as recommended.
k. Approval of Close Out Change Order for Lantana and Main Traffic Signal
Replacement (PIN 125617.00)
The close out change order 2 for Lantana and Main Traffic Signal Replacement Project
is attached. The change order is a deduct in the amount of $29,442.00 and does not
contain any additional time. Staff recommends the approval of the change order.

m. Approval of State and Local Government Cybersecurity Grant Program
The State of Tennessee is administering $10 million in monies from FEMA to address
cybersecurity risks and threats to information systems. The IT Department would like
to apply for this funding to implement additional security measures and training for
users.
This Bids/Purchases was approved as recommended.
n. Approval of Palace Ceiling Tile and Paint Project
Palace Supervisor Malena Fisher reviewed the bids for this project and recommends
the low bid of $23,845 by Legacy Painting DBA CertaPro Painters. This is a budgeted
item.
This Bids/Purchases was approved as recommended.
o. Approval to purchase Harmonic Filters
Waste water treatment plant manager has requested to upgrade their Harmonic Filters.
This is a sole source item in the amount of $44,635.00. A budget amendment is not
necessary.

p. Approval to pay Tyler Technologies invoice
The City of Crossville uses Tyler Technologies (InCode) as its financial software, cash
collections, asset management, and records management. The City has been using
this software for over 25 years. An agreement is signed when new services or features
are used, but a contract is not in place. Approval for the invoice in the amount of
$49,937.40 for the yearly operating costs is requested.

q. Approval to purchase 2025 Ford F450 (Catoosa)
Catoosa Water Department has requested to purchase a 2025 F-450 Supercab XL
4WD Chassis in the amount of $81,592.00. This is a budgeted item.

.r. Approval to purchase Bobcat Compact Excavator (Catoosa)
Catoosa Utility Department has requested to purchase a E48 R2-Series Bobcat
Compact Excavator in the amount of $64,061.44. This is a budgeted item.

a. City Attorney's Report
Mr. Andre Greppin stated he came in the place of City Attorney Randy York and there
was no information to report.

8. City Manager's Report
a. City Manager's Report
City Manager Hale stated sales tax revenue has increased 2.7%. She continuted her
report by stating it is leaf season and we are encouraging residents to use the Citizens
Request Portal on the website to submit a work order for their leaves to get picked up.
The shade structure installation at Garrison Park have temporarily been placed on hold
until flags from the Field of Honor are removed. The Highway 70 bridge is expected to
re-open at first of the year.
The report was ended by a video of department heads thanking Mayor Pro-tem
Harrison and Council member Shanks for their time on Council.
